Key Responsibilities
  • Act as the Supervisory Auditor within a branch or resident office, overseeing the execution and success of a portion of the audit program. Spearhead a significant segment of the overall audit program strategy.
  • Function as a team leader and a member of a collaborative work team (PWT) composed of professional auditors. Set annual objectives that align with regional and agency goals.
  • Evaluate audit programs, working documents, progress on audit tasks, and preliminary audit reports. Ensure the application of quantitative methods and computerized auditing techniques as appropriate.
  • Facilitate communication regarding DCAA audit services and maintain relationships with acquisition officials.
  • Provide guidance and mentorship to team members. Assess performance, recommend and endorse training and development opportunities, suggest recognition and promotions, and initiate corrective actions for performance or conduct issues.
Qualifications

Employment Conditions

U.S. Citizenship: Must be a U.S. citizen as verified through the E-Verify Program.

Drug Testing: This position requires drug testing. Candidates must pass a drug test prior to assignment and will be subject to random drug testing thereafter.

Background Investigation: All selected candidates will undergo a Single Scope Background Investigation (SSBI). Must be eligible for security clearance at the Top Secret/Sensitive Compartmented Information (TS/SCI) level and for Special Access Programs. Random counterintelligence scope polygraph may be required.

Minimum Qualifications

Eligibility for consideration requires meeting time-in-grade, specialized experience, and educational requirements within 30 calendar days following the closing date of the announcement.

Basic Requirements:

Degree in accounting or a related field (such as business administration, finance, or public administration) with at least 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law).

OR

A combination of education and experience: 4 years of accounting experience or a blend of accounting experience, college-level education, and training that provided professional accounting knowledge, along with 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as a Certified Public Accountant or Certified Internal Auditor.

Specialized Experience:

In addition to the basic requirements, candidates must possess one year of specialized experience at the GS-12 level or equivalent. Specialized experience must be documented in your resume. This includes:
  • Leading or serving as a senior auditor on an audit team AND
  • Independently executing a variety of complex audit assignments AND
  • Conducting comprehensive risk assessments AND
  • Developing or modifying audit programs and plans, aligning audit steps with risk assessments AND
  • Meeting with auditees to clarify audit objectives, gather necessary information, and discuss findings AND
  • Conducting detailed testing and examination of accounting systems, records, cost representations, internal controls, and management policies to ensure compliance with accounting and auditing standards AND
  • Preparing organized and referenced audit work papers with adequate supporting documentation AND
  • Making initial audit determinations identifying deficiencies or noncompliance AND
  • Drafting reports on audit findings, conclusions, and recommendations.
Volunteer Experience: Experience includes both paid and unpaid work, including volunteer activities through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work contributes to critical competencies, knowledge, and skills that translate to paid employment.

Financial Management Certification: As a condition of employment, the selected candidate must fulfill the requirements of the DoD FM Certification Program, which consists of three certification levels. Level 2 certification is typically required within two years of employment start date.

Financial Disclosure: Completion of an Office of Government Ethics (OGE) confidential financial disclosure form 450 is required for this position.

Initial Probationary Period: An initial probationary period of one year is required if not previously completed. A supervisory/managerial probationary period of one year is also required unless previously completed.

Telework: Availability of telework will depend on mission requirements and supervisory discretion.

Relocation Expenses: Reimbursement for relocation expenses may be available in accordance with agency policy, based on staffing needs and budgetary constraints.

Performance Appraisal: Current Federal employees must be rated fully successful or higher on their current performance rating to be eligible for promotion. A copy of the performance appraisal may be requested during the evaluation and selection process.

Interagency Career Transition Assistance Program (ICTAP): To receive special selection priority under ICTAP, candidates must be well qualified for the position. A qualified ICTAP eligible achieving a score of 90 or above will be considered well qualified.

Veterans Employment Opportunities Act (VEOA): Veterans who are preference eligibles or who have been separated from the Armed Forces under honorable conditions after completing an initial 3-year term may apply regardless of their current geographical location. Veterans must submit their DD-214 to be considered under this authority.

Defense Acquisition Workforce Improvement Act (DAWIA) Certification: As a condition of employment, the selected candidate must meet the requirements of the DAWIA Certification Program. Certification must be obtained within the specified grace period for the applicable certification level.
