The City of Worcester is looking for qualified candidates for the position of Junior Civil Engineer, Grade 3 within the Engineering Division of the Department of Public Works and Parks.

This role, supervised by the Assistant Director of Engineering, is an entry-level professional position focused on the investigation, design, construction, and maintenance of various engineering projects.

The successful candidate will perform technical work that necessitates the application of civil engineering principles and knowledge, whether in the field or office environment.

Tasks will be assigned by a supervisor who will outline the scope of work, while the employee will utilize independent judgment to plan and execute work details in alignment with established policies and procedures.


KEY RESPONSIBILITIES:
  • Oversee and engage in the inspection of engineering construction projects, ensuring compliance with plans and specifications, and prepare progress reports on project status and materials utilized.
  • Develop engineering drawings, design basic infrastructure enhancements and roadways, and establish grades and lines for paving, curbs, gutters, sidewalks, sewer systems, drainage, and water construction projects.
  • Prepare cost estimates for construction and materials.
  • Provide on-site engineering services for municipal construction projects, directing construction activities and managing schedules and budgets.
  • Conduct inspections for permits related to public works, which may include subdivisions, sewer connections, drainage connections, and installation of private utilities.
  • Gather field data necessary for plan preparation and verification of as-built conditions.
  • Perform additional related duties as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • Familiarity with civil engineering principles and practices.
  • Understanding of modern techniques applied to the construction and maintenance of public infrastructure and roadways.
  • Proficiency in engineering calculations.
  • Ability to conduct engineering research and compile technical reports.
  • Capability to design minor public infrastructure improvements and sewer systems.
  • Skill in assessing compliance with engineering specifications across various construction projects.

MINIMUM QUALIFICATIONS:
  • Bachelor's Degree in Civil Engineering, Environmental Engineering, or a related discipline.
  • Experience in engineering and construction management for horizontal construction and utility projects.
  • Experience in engineering computations and design.
  • Experience in inspecting public infrastructure and roadways.
  • Strong communication skills.
  • Valid Driver's License.

PREFERRED QUALIFICATIONS:
  • Two years of civil engineering experience in public roadways and/or utilities.
  • Two years of experience with GIS.
  • Two years of experience with AutoCAD Civil 3D.
  • Two years of experience working with construction materials.
  • Current E.I.T. certification.

SALARY RANGE:
