Position Overview/Role
The Contracts Manager-Business Development/ Bid & Proposal will serve as a key member of the Business Development and Proposal team in direct support of company goals and objectives. This role will be responsible for managing all elements of the contracting function as it relates to Business Development and Proposals, ensuring process and procedure compliance with company, federal, and legal requirements.
Key Responsibilities
- Advise management on contractual rights and obligations, providing interpretations of terms and conditions.
- Draft, issue, and negotiate teaming agreements, non-disclosure agreements, and ad hoc agreements.
- Review solicitations to identify risks, recommend mitigation strategies, and ensure compliance with requirements.
- Identify terms and conditions and assumptions for business volumes and ensure proposal compliance with solicitations.
- Prepare representations and certifications required by solicitations and/or partners.
- Participate in proposal meetings and assist with pricing strategy reviews.
- Develop Price/Business Volume Narrative in coordination with pricing and proposal lead.
- Assist Operational Contracts Manager(s) as required.
Requirements
- Bachelor's Degree in English/Communications, Business Administration, or related field.
- General management, legal and/or business experience in the Federal Government/Contractor sector with at least 5 years of experience supporting Government contracts/subcontracts, proposals, or DoD-related project management.
- Extensive knowledge of the Federal Acquisition Regulations and Supplements, as well as other federal government regulations and policies.
- Effective management and negotiation skills.
- Ability to handle multiple, complex projects, often with competing priorities.
- Ability to evaluate risks and discern legal implications associated with non-disclosure/proprietary information agreements, teaming agreements, contractual terms and conditions, and solicitation requirements, and the ability to communicate those to upper management.
- Proven ability to work efficiently and effectively under pressure and organize and prioritize tasks according to shifting demands on time and resources.
- Exceptional computer skills, with an emphasis on the Microsoft Office Suite and Adobe Acrobat.
- Demonstrated ability to communicate clearly and concisely, verbally and in writing, with co-workers and team members.
- Experience working as a team member engaged in tasks requiring teamwork and performance to schedules.
