Under the guidance of the CEO, the HR Coordinator will facilitate the agency's human resources functions and serve as the contract compliance officer. This role is essential for managing the HR responsibilities within the organization, ensuring compliance with HR laws and contractual obligations that align with the agency's mission. Close collaboration with the Administrative Director is a key aspect of this position.

KEY RESPONSIBILITIES:

HUMAN RESOURCES OPERATIONS (30%):

  • Oversees routine HR matters including leaves, claims, investigations, and complaints.
  • Supervises the agency's HR consultant and manages HR leaves.
  • Acts as the agency's Complaint Officer, ADA, and Equal Opportunity Officer.
  • Manages HRMIS Record Systems and responds to standard HR filings.
  • Assists in updating the agency's personnel practices to comply with new regulations.
  • Provides strategic input for HR risk management and planning.
  • Coordinates recruitment efforts for new employees, interns, and volunteers.
  • Maintains standardized job descriptions in accordance with HR laws.
  • Develops and implements training programs based on identified needs.
  • Creates policies and procedures for HR, Compliance, and Training & Development.
  • Negotiates health benefits including medical, dental, and other plans.
  • Stays informed on current HR regulations and potential changes.
  • Leads the Cultural Linguistic Appropriate Services (CLAS) Committee.

ADMINISTRATIVE OPERATIONS AND COMPLIANCE OVERSIGHT (30%):

  • Reviews funding and contractual agreements for compliance.
  • Responds to administrative audits and corrective actions.
  • Implements processes for ensuring contractual compliance.
  • Manages the agency's personnel records system.
  • Negotiates agency-wide insurance policies to meet contractual needs.
  • Maintains the Administrative Unit manual related to HR and operations.
  • Communicates with agency employment attorneys.
  • Serves as the Agency Compliance Officer and ADA Disability Officer.
  • Addresses community requests and needs.
  • Supports fundraising and marketing initiatives.
  • Handles agency complaint communications.

HEALTH & SAFETY PROGRAM DEVELOPMENT (5%):

  • Oversees the implementation of the agency's Health & Safety Policies.
  • Responsible for onsite health and safety inspections.
  • Collects and maintains health & safety information.
  • Implements staff accident prevention programs.
  • Ensures facilities meet cleanliness and safety regulations.

ADMINISTRATIVE BUDGET MANAGEMENT (10%):

  • Manages costs related to insurance, benefits, and HR consultancy.
  • Regularly reviews administrative expenses.
  • Provides financial analysis on HR-related costs.
  • Ensures fair purchasing practices.
  • Oversees Administrative petty cash management.

PROJECT OVERSIGHT ASSIGNED BY THE CEO (25%):

  • Leads CLAS Committee and other agency events.
  • Participates in fundraising committees.
  • Engages with community organizations and stakeholders.

QUALIFICATIONS:

  1. A four-year degree in a related field or equivalent experience.
  2. Familiarity with HR systems such as UKG or ADP is advantageous.
  3. A valid driver's license and appropriate automobile insurance are required.
  4. Ability to work effectively with diverse populations.

PREFERRED SKILLS:

  1. Bilingual or bicultural capabilities in Los Angeles County threshold languages.
  2. Knowledge of HR law and relevant experience.
  3. Management experience in a non-profit or governmental context.
