Job Overview

Command Holdings is in search of a Change Management Specialist to enhance our initiatives within the Personnel Security Division of the Defense Counterintelligence and Security Agency (DCSA).

Key Responsibilities:

  • Advise on, oversee, implement, and convey both tactical and strategic change management techniques and tools.
  • Develop tools and systems for gathering, addressing, and archiving inquiries and concerns from the workforce to guide change management approaches.
  • Oversee the maintenance of change management strategies, processes, and procedures to organize and disseminate policies, standards, operational procedures, and historical documentation.
  • Propose strategic, operational, and business enhancement plans to facilitate change initiatives.
  • Draft, provide technical insights, and review publications for the DCSA, Personnel Security Division, and Background Investigations Directorate to communicate and emphasize organizational and workforce developments.
  • Collect, compose, research, and collaborate with internal and external leaders, subject matter experts (SMEs), clients, and stakeholders to create, review, update, and finalize agendas, talking points, and communications for various engagements aimed at implementing change management strategies.
  • Work in collaboration with DCSA leadership, SMEs, and mission-support offices on change initiatives relevant to Personnel Security and Background Investigations to ensure effective workforce communications, processes, and training.
  • Provide logistical support for virtual engagements.
  • Perform administrative duties, including documenting meeting minutes to capture stakeholder requirements.

Work Environment:

  • Moderate noise levels typical of a business office environment with computers, phones, and printers; occasional exposure to loud noise from equipment.
  • Ability to remain seated at a computer for extended periods.

Physical Requirements:

  • While fulfilling job responsibilities, the employee must be able to sit, stand, speak, and hear.
  • Frequent use of hands and fingers to operate a computer is required.
  • Reasonable accommodations may be provided to enable individuals with disabilities to perform essential job functions.

Travel Requirements:

  • Minimal travel expected, approximately 10-20%.

Basic Qualifications:

  • Bachelor's Degree.
  • Current, active Top Secret security clearance.
  • A minimum of seven (7) years of experience in Change Management.
  • Direct experience within the Department of Defense.
  • Knowledge of change management principles, methodologies, and tools.
  • Experience with large-scale organizational change efforts.
  • Strong business acumen.
  • Understanding of organizational challenges, particularly in knowledge management.
  • Familiarity with project management methodologies and the project life cycle.
  • Exceptional written and verbal communication skills.
  • Proficiency in Microsoft Office applications.
  • Professional proficiency in English is required.
  • Outstanding communication and client engagement skills.
  • Applicants must be authorized to work in the United States on a full-time basis.

  • Master's Degree in business management, communications, Human Resources, or a related field.
