Program Cost Controller

Huntington Ingalls Industries is seeking a highly skilled Program Cost Controller to join our team in Norfolk, VA. As a key member of the Combat Air Forces Distributed Mission Operations (CAF DMO) program, you will be responsible for managing the planning, tracking, analysis, and reporting of performance on projects of varying contract type, size, complexity, and level of risk.
Key Responsibilities- Provide cost, schedule, and funding planning, reporting, monitoring, and analysis support to Program Managers.
- Assist with project setup in compliance with contractual terms, conditions, and requirements.
- Prepare program financial Estimates at Complete (EAC) and meet deadlines for submission requirements.
- Enter Corporate forecast for all programs supported and update monthly.
- Identify project risks and opportunities and provide analytical contribution in working resolution with PM, Contracts, Procurement, and Finance/Accounting.
- Assist review and assessing all contract modifications. Assist the program management team of impacts as necessary.
- Perform analytical review and arithmetic checks of cost reporting documentation.
- Prepare accurate and complete variance analysis and reporting.
- Prepare financial Contract Data Requirements (CDRL) for programs. Ensure contractual requirements are met and customer financial deliverables are accurate and on time.
- Perform ad-hoc financial analysis on the contract as requested by PMO and others.
- Monitor funding status, providing reliable and timely notification of funding status by line item detail as required.
- Support accounts receivable as required during the billing processing. Monitor billing status and unbilled issues, working with Finance, Contracts, Accounting, and PMO to resolve issues in a timely manner.
- Assist in the preparation of subcontractor and vendor accruals as services/goods are received in accordance with GAAP and internal policies to ensure that the project's cost/commitment is accurately captured and reported internally and externally.
- Ensure program revenue and profit is recorded in compliance with the EAC.
- Ensure adherence to Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley, FAR, and all company policies and procedures as they related to contract performance and financials.
- 6 years relevant experience with Bachelor's in related field; 4 years relevant experience with Master's in related field; or High School Diploma or equivalent and 10 years relevant experience.
- Experience with CostPoint is required.
- Must be able to obtain and maintain an Active DoD Secret Clearance.
- Must be analytical, possess strong communication and presentation skills, and have the ability to work independently as well as a member of a team.
- Intermediate knowledge of Excel and overall MS Office suite and a working knowledge of relevant software applications.
- Strong organizational skills, able to handle multiple tasks at one time and meet deadlines.
- Strong customer service focus.
May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
