Position Title: Chief Compliance Officer

Job Class: Full Time/Exempt

Reports To: President of Columbia Residential Properties, LLC.

Position Summary:

The Chief Compliance Officer is tasked with safeguarding the owner’s investments by formulating and overseeing policies and procedures that align with program mandates to ensure adherence to regulatory bodies. This role encompasses the coordination of all compliance efforts related to affordable housing initiatives, including but not limited to Low Income Housing Tax Credits, HOME, TCAP, NSP, 1602 Exchange, and Public Housing Authority programs, ensuring conformity with all regulatory standards. The individual must exhibit a proactive and systematic approach to mitigating non-compliance risks and successfully complete assigned special projects. Additionally, this position serves as the primary investigator for any fair housing inquiries and oversees employee training. This role also acts as the VAWA and reasonable accommodation coordinator.

Key Responsibilities:

  • Engage and collaborate with property and portfolio managers requiring specialized information or guidance.
  • Supervise and assist in the mapping and leasing of new properties.
  • Oversee the review and approval process for initial certifications and re-certifications within the portfolio.
  • Provide direct input in establishing departmental priorities.
  • Manage the scheduling of compliance site review timelines.
  • Assist in compiling monthly compliance activity summaries.
  • Responsible for the creation and revision of manuals, forms, and other compliance documentation.
  • Oversee internal, agency, and syndicator reporting and requests.
  • Lead the development and delivery of ongoing in-house compliance training for Low-Income Housing Tax Credit, HOME, TCAP, NSP, 1602 Exchange, and Public Housing Authority programs.
  • Support the design, implementation, and maintenance of a standardized electronic filing system for all properties, including application development documents, amendments, restrictive covenants, cost certifications, 8609s, mapping, lease-up, audit reviews, and other relevant documents during the affordability period.
  • Assist in establishing a record retention system for the collection, storage, and disposal of original documents in accordance with regulatory requirements.
  • Oversee Annual Owner Certifications.
  • Manage updates to the Affirmative Fair Housing Marketing Plan assignments.
  • Assist in verifying the accuracy of compliance data in Onesite and state data systems.
  • Complete special projects as assigned.
  • Perform additional tasks as directed.
  • Adhere to all company policies and procedures as well as applicable local, state, and federal laws.
  • Collaborate closely with Development on ongoing and future projects.
  • Establish and maintain strong working relationships with regulatory agencies.
  • Supervise a team of compliance professionals and organize departmental operations.

Required Skills and Knowledge:

Education and Experience:

  • A high school diploma or equivalent is mandatory.
  • A college degree is preferred.
  • A minimum of ten years of experience in the affordable housing sector is required.

Licenses and Certifications:

  • Current driver's license and automobile insurance.
  • Extensive experience in compliance oversight related to Low-Income Housing Tax Credit, HOME, TCAP, NSP, 1602 Exchange, and Public Housing Programs is essential.
  • Current HCCP certification is required.

Additional Requirements:

  • Must be reachable at all times via phone except during approved time off.
  • Excellent verbal and written communication skills are necessary.
  • Proficiency in Microsoft Office is required.
  • Travel may be necessary.

  • Ability to stand, walk, and/or sit for extended periods.
  • Frequent use of hands, fingers, talking, and hearing is required.
