SPECIFIC JOB DESCRIPTION:
ANSER is looking for a Technical Advisor for Basing and Installation Operations to assist the Deputy Assistant Secretary of Defense for Infrastructure Modernization and Resilience in the DoD basing and installation operations program. The role involves ensuring that the capabilities and capacities of basing and installation operations align with the training, readiness, and support needs of Military Departments and Combatant Commanders. The Technical Advisor will facilitate the deployment of DoD capabilities at various locations and provide analytical support and decision-making assistance in areas such as global posture, basing strategies, defense agency basing, strategic basing, joint basing, real estate management, and installation operations synchronization.

Key Responsibilities:

  • Support the real property portfolio by developing policies, synchronizing initiatives, and promoting interoperability and efficiency in installation activities across the Department.
  • Collaborate with stakeholders, including OSD(Policy), Joint Staff, Combatant Commands, and Military Departments, to identify and address installation and construction challenges for global forces.
  • Assist in the creation of DoD issuances related to installation services.
  • Gather information and prepare responses to congressional inquiries and reports.
  • Evaluate installation operations and facility relocations, providing expertise on forward stationing and force realignment decision-making processes.
  • Offer guidance on policy, oversight, and management of the Joint Basing program.
  • Draft management policies, guidance, and legislative initiatives for installation operations both domestically and internationally.
  • Analyze and advise on the basing and stationing of defense capabilities.
  • Review and evaluate real estate transactions requiring action from senior defense officials.
  • Support the process for DoD requests for Base Realignment and Closure (BRAC) authority.
  • Assist in developing and managing performance metrics across all enduring or contingency locations.

SKILLS & EXPERIENCE:

  • Active Secret security clearance.
  • 5+ years of relevant experience in an Office of the Secretary of Defense (OSD)/Joint Staff/Interagency environment or equivalent higher headquarters organization.
  • Proficient understanding of DoD real property programs.
  • Exceptional writing and communication skills, with experience preparing briefing materials for senior leadership.
  • Preferred: Military background in facilities management, engineering, or public works.

EDUCATION & EXPERIENCE:

A Bachelor's Degree in Operations Research, Engineering, Mathematics, Economics, or Management Science, or 5 or more years of equivalent professional experience in DoD Real Property Management and/or Energy, Installations, and Environment disciplines (including Real Property Asset Accountability, Facility Management, Facility Operations, Engineering, Installations Energy, Environment), or Systems Engineering.
