Position Overview

This role is integral to the Organization of the Joint Chiefs of Staff. The selected candidate will oversee the creation and maintenance of software applications, facilitating comprehensive software development processes that encompass design, coding, collaboration with other developers and contractors, test planning, execution, documentation, deployment, software assurance, and ongoing support.

Key Responsibilities

As an IT SPECIALIST (APPSW) at the GS level, your primary responsibilities may include:
  • Collaborating directly with contractors responsible for developing software applications for the Joint Staff J7 Global Joint Training Infrastructure (GJTI).
  • Utilizing advanced technical knowledge and proven experience to ensure functional requirements are accurately transformed into applications that fulfill organizational mission objectives in an analytical setting.
  • Directing and prioritizing contractor efforts to create Joint Training Enablers, while conducting technical evaluations of developed capabilities before their release.
  • Acting as Project Manager, overseeing and managing application software development and related integrated project activities performed by contractor personnel.
  • Monitoring and engaging in technical testing (both internal and external to Joint Staff J7) to guarantee that all tests are conducted appropriately and that technical issues are identified and classified based on urgency.
  • Conducting feasibility studies that involve assessing proposals, requirements, and roadmaps concerning modifications, feature implementations, or the replacement of software, platforms, and infrastructure.

Qualifications

To qualify at the GS 13 level, candidates must possess:

One year of specialized experience equivalent to the GS 12 grade level in the Federal service, which includes:
  • Applying systems application software principles and factors such as structured design, supportability, reliability, scalability, and maintainability to ensure applications are optimized with the latest technology and functionality.
  • Guiding and prioritizing contractor efforts to develop Joint Training Enablers and conducting technical reviews of the developed capabilities prior to their release.
  • Serving as an independent technical representative on system development and design to advance, acquire, implement, and manage automated information systems, while assessing contractor performance to ensure appropriate solutions.
  • Evaluating and comprehending modern complex computer programs using contemporary programming languages such as HTML5, JAVA, Python, Ruby, GO, Service Oriented Architectures, and additional data integration and reporting software.
  • Leading as Project Manager with expertise in software, agile methodologies, DevSecOps, cloud technologies, and the modernization of legacy joint training applications.
Experience must be IT-related; it may be demonstrated through paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification), as appropriate. All candidates must have IT-related experience demonstrating each of the four competencies listed below:

Substitution of education is not permissible in lieu of specialized experience for this grade level.
