GENERAL
DESCRIPTION:


This is a professional role focused on the surveying and mapping activities associated with the planning, construction, and documentation of County utility and public works initiatives.

Serves as the primary liaison with State and Local Agencies to establish and maintain survey standards, methodologies, and programs.


KEY RESPONSIBILITIES:


The following points outline the main responsibilities of the position, although additional tasks may be assigned as necessary.


  • Oversees and manages the operations of the Survey Section within the Stormwater Division.
  • Drafts specifications for contracts with external consultants for surveying and mapping services.
  • Handles administrative tasks and prepares the annual budget for the Survey Section.
  • Creates and implements agency survey programs and policies.
  • Coordinates project timelines to ensure timely execution of programs.
  • Designs survey techniques and develops operational protocols.
  • Supervises survey technical staff and engages in professional surveying and mapping tasks.
  • Provides technical guidance and training to engineering staff on the preparation and upkeep of digital maps and databases for Geographic Information Systems.
  • Offers technical assistance and training to survey teams in gathering conventional and GPS field survey data for various infrastructure projects.
  • Consults on construction specifications to ensure plans and designs are suitable for specific field conditions.
  • Advises County departments on survey-related issues.
  • Monitors construction projects to ensure compliance with plans and specifications. Reviews surveys, legal descriptions, and sketches for adherence to applicable statutes.
  • Examines subdivision plats for technical accuracy and compliance with local regulations prior to recording.
  • Maintains a professional and safe work environment in accordance with established safety protocols.
  • Adheres to Board policies and procedures consistently.
  • Adapts positively to changes and performs other related duties as directed.
KNOWLEDGE, SKILLS AND ABILITIES:

  • Comprehensive understanding of surveying and mapping principles as they relate to engineering and construction.
  • In-depth knowledge of survey instruments, including troubleshooting and maintenance.
  • Proficient in total station/electronic data collection and GPS technology.
  • Familiarity with AutoCAD Civil 3-D and data transfer applications.
  • Ability to research and analyze survey-related documents, including public records and engineering plans.
  • Strong interpersonal skills to foster effective working relationships with colleagues, supervisors, and the public.

PHYSICAL REQUIREMENTS:

Must be capable of remaining stationary for 25% of the time. The role involves frequent communication with the public and colleagues, requiring accurate information exchange. Occasionally ascends/descends stairs and may lift materials and equipment weighing up to 40 lbs. The position primarily involves outdoor work, sometimes in adverse weather conditions. May operate vehicles or heavy machinery for extended periods and navigate rugged terrain. Physical activities may include bending, crouching, and reaching. The individual should be able to work independently and possess good vision capabilities.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE:
Bachelor's degree in surveying and mapping.

Six (6) years of experience in managing land surveying and mapping projects, including GPS and GIS applications, with a minimum of two (2) years in a supervisory role post-certification as a Professional Surveyor and Mapper in Florida.


LICENSES, CERTIFICATIONS,

OR REGISTRATIONS:

Must possess and maintain a valid Florida Driver License. Current Licensure as a Florida Registered Professional Survey and Mapper in good standing with the Florida Board of Land.
