Position Summary

Adult Protective Services Specialists operate within the Adult and Aging Services Department of the Social Services Agency. This role is distinct from other social work positions due to its specialized focus on providing protective services to vulnerable elders and dependent adults.

Ideal Candidate Profile

The ideal candidate will possess:
  • In-depth knowledge of programs and regulations relevant to Adult Protective Services, along with an awareness of community resources and their effective application.
  • Exceptional verbal and written communication skills, with the ability to engage effectively with diverse populations.
  • Strong analytical abilities, demonstrating logical reasoning and sound decision-making.
  • A capacity to connect with individuals from various backgrounds, exhibiting empathy, professionalism, and courtesy.
  • Excellent organizational skills, capable of prioritizing tasks and managing multiple projects efficiently while proactively addressing issues.
  • The ability to maintain composure and professionalism under pressure and tight deadlines.
Minimum Qualifications

To qualify, candidates must meet one of the following criteria:

Pattern I
Education: A Master's Degree in Social Welfare, Counseling, Psychology, Gerontology, or a related behavioral science from an accredited institution, including a supervised field placement providing social casework and counseling services to dependent adults and families.

Experience: One year of full-time experience delivering ongoing social casework and/or counseling services to the elderly and/or adults with disabilities.

Pattern II
Experience: Three years of full-time experience as an Adult Protective Services Worker I within the Alameda County classified service.

Special Requirement: A recommendation for promotion based on performance evaluation.

Pattern III
Education: A bachelor's degree with 30 semester or 45 quarter units in social/human services, sociology, social welfare, or other behavioral sciences.

Experience: Three years of full-time experience providing ongoing social casework and/or counseling services to the elderly and/or adults with disabilities.

License: A valid California Motor Vehicle Operator's license is required.

Knowledge and Skills

The most qualified candidates will demonstrate the following competencies:

Knowledge of:
  • Crisis intervention techniques and principles.
  • Fundamental principles of sociology and psychology.
  • Effective interviewing techniques.
  • Available community resources and their appropriate utilization.
  • Relevant Federal, State, and local laws, regulations, and codes.
Ability to:
  • Quickly and accurately assess situations encountered.
  • Exercise sound judgment in determining appropriate courses of action.
  • Effectively manage interactions with hostile or aggressive clients.
  • Handle multiple tasks simultaneously with efficiency.
  • Communicate clearly and concisely, both orally and in writing.
Examination Components

The examination process will include:
1) A review of applications to verify minimum qualifications. Candidates meeting the minimum requirements will proceed to the next step.
2) An oral interview, weighted as 100% of the candidate's final examination score, which may include situational exercises.

Candidates must achieve a qualifying rating on each component of the examination.
