Position Overview: The Financial Operations Manager plays a crucial role in overseeing the fiscal and budgetary functions within a Local Department of Social Services. This position is characterized by its comprehensive management of financial operations, distinguishing it from standard accounting roles. Key Responsibilities:
  • Engages in managerial tasks that involve the assessment and interpretation of financial matters while supervising various financial programs;
  • Oversees personnel management, including training, performance evaluation, and task assignment, as necessary; conducts advanced accounting tasks, fiscal reporting, and adheres to established governmental accounting standards;
  • Acts as a financial liaison with the Virginia Department of Social Services and local government;
  • Reviews and authorizes vendor invoices for payment, ensuring that expenditures are allocated to the appropriate programs and funding sources;
  • Implements a robust system for tracking fund expenditures;
  • Collaborates with internal and external auditors to facilitate the review of financial and case-related activities pertinent to social services programs.
Essential Knowledge, Skills, and Abilities: Knowledge: Extensive understanding of accounting principles and regulations, including GAAFR; familiarity with auditing standards, public administration, and compliance regulations; knowledge of budgeting principles and management techniques; proficiency in current office practices and social services reporting systems. Skills: Proficient in utilizing personal computers, particularly spreadsheet and statistical software. Abilities: Proven capability to analyze and interpret financial data; adept at preparing and delivering reports and recommendations; skilled in planning and directing accounting systems; capable of fostering effective team dynamics; exhibits sound professional judgment; proficient in supervising staff; strong communication skills, both verbal and written; able to interact courteously with colleagues and the public; and capable of organizing tasks to meet critical deadlines. Qualifications: A Bachelor’s degree in accounting, finance, business or public administration, or a related field, along with experience in supervising professional accounting staff, or an equivalent combination of education and experience that provides the necessary knowledge, skills, and abilities.
