Financial Operations Manager

At the Commonwealth of Virginia, we are seeking a highly skilled Fiscal Manager to join our team. The successful candidate will be responsible for the overall management and administration of the fiscal and budget operations of a Local Department of Social Services.
Key Responsibilities:
- Perform managerial work involving the analysis and interpretation of financial issues and supervise or evaluate a variety of financial programs;
- Manage personnel, including training, evaluating, and assigning work, where applicable; performs complex accounting work, fiscal reporting, cost effectiveness functions and generally accepted governmental accounting procedures;
- Work as a fiscal liaison to the Virginia Department of Social Services and the county;
- Verify and approve invoices for payments to vendors and verify expenditures are reported to correct program and funding stream for reimbursement;
- Develop a system to accurately account for expenditure of funds;
- Assist internal and external auditors with review of financial activities and case activities related to social services programs.
Requirements:
- Considerable knowledge of accounting principles and laws, including GAAFR (Government Accounting, Auditing and Financial Reporting); auditing standards, public administration, and/or regulatory compliance; budgetary principles and practices; management techniques and supervising personnel; current office methods, procedures, equipment; business letter writing and standard administrative support techniques; and social services reporting systems and software;
- Skill in the use of personal computers, including spreadsheet applications and statistical packages;
- Demonstrated ability to analyze and interpret fiscal and accounting data; prepare and present reports and recommendations; plan, organize and direct accounting systems and procedures; establish and maintain effective team relationships; display good professional judgment; supervise or manage work directly or through subordinate staff; communicate effectively both orally and in writing; deal courteously and diplomatically with other employees, managers and the general public; and organize work and meet critical deadlines;
- Bachelor's degree in accounting, finance, business or public administration, or related field, and experience in supervising staff to include professional accountants OR any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
