Job Summary

We are seeking a highly skilled and experienced Director of Procurement and Contract Administration to join our team at GoTriangle. The successful candidate will be responsible for leading our procurement and contract administration functions, ensuring compliance with federal, state, and local regulations, and providing strategic guidance to our organization.

Key Responsibilities
  • Develop and implement procurement strategies to meet our agency's needs while ensuring compliance with relevant regulations.
  • Lead and manage the full procurement lifecycle, including solicitation development, contract negotiations, vendor selection, and post-award contract administration.
  • Administer and oversee the execution and monitoring of contracts, ensuring compliance with terms, performance standards, and regulatory requirements.
  • Collaborate with internal stakeholders to ensure procurement aligns with operational objectives and supports project timelines.
  • Partner with the Legal department to develop standard templates for contracts, solicitations, and related procurement tools.
  • Lead and mentor the procurement and contract administration team, ensuring high levels of performance and professional development.
  • Support project leads to negotiate favorable contract terms and conditions to maximize value and minimize risks for the agency.
  • Oversee vendor performance and relationship management to ensure quality service and compliance with contract terms.
  • Maintain comprehensive documentation and ensure transparency in all procurement and contract-related activities.
  • Prepare and present procurement and contract performance reports to senior management and the board of directors.
  • Serve as the primary point of contact for external audits and reviews related to procurement and contract activities.
Requirements
  • Bachelor's degree in Business Administration, Public Administration, Supply Chain Management, or a related field.
  • Minimum of 8 years of experience in procurement and contract administration, with at least 3 years in a leadership role, preferably within a transit agency or local government.
  • Strong knowledge of procurement and contract regulations, including FTA, FAR, and other relevant federal, state, and local guidelines.
  • Proven experience in public sector procurement and contract management.
  • Demonstrated ability to manage complex procurement and contract administration processes.
  • Excellent negotiation, communication, and relationship management skills.
  • Strong leadership and team management experience, with the ability to inspire and guide staff toward achieving organizational goals.
  • Professional certifications such as Certified Public Procurement Officer (CPPO) or Certified Professional in Supply Management (CPSM) preferred.
  • Proficiency in procurement and contract management software, as well as enterprise resource planning (ERP) systems.
Working Conditions

The successful candidate will work in a typical interior office environment with minimal exposure to dust, noise, or temperature. The role requires sedentary work, with occasional walking and standing.
