Job Summary

This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.

NATURE OF WORK
Under general supervision, this role involves performing tasks of moderate complexity in the evaluation, processing, and acceptance of residential and commercial project and permit applications. This position has specific responsibilities within the department.

Example of Work

(Illustrative Only) Conducts plan evaluations for minor permit applications under the guidance of the Chief Building Official; processes permit applications by accepting submissions, entering project details into the database, and researching parcel histories and contractor licenses. Acts as a customer service representative for Development Services, engaging directly with contractors, the general public, and other department representatives regarding permit evaluations, application forms, and correspondence. Serves as a liaison between customers and relevant units/departments, acting as the single point of contact for projects. Provides guidance to applicants in completing development permit application forms; reviews documents such as blueprints, drawings, change orders, and specifications to ensure completeness and accuracy; routes documents to appropriate reviewing units/departments, monitors application progress for status updates, and prepares and delivers comment/deficiency letters. Prepares plans and permits for issuance; issues permits within the scope of assigned authority and responsibility; collaborates with document originators and engineering liaison personnel to resolve discrepancies and compiles necessary changes to documents. Performs and reviews moderately complex mathematical calculations; explains the requirements of building and related codes, zoning, encroachment, flood control, and other county ordinances to owners, contractors, and the general public. Schedules, coordinates, and facilitates Project Assessment meetings/presentations with applicants and staff; prepares and delivers PowerPoint presentations; serves as the facilitator for the meetings. Processes, prepares, and mails expiration notices for all DDS divisions. Maintains files and records, and prepares reports as required; performs a variety of journey-level clerical duties related to the issuance, billing, and account keeping associated with permit processing services; accepts and receives payments, completes daily balancing of payments received; compiles daily reports for accounting and record-keeping of fees received; responsible and reliable attendance is required; performs other duties as assigned.

Experience and Education
High School Diploma or GED equivalent; AND three (3) years of technical or administrative experience in construction, real estate, or a building department setting; OR an equivalent combination of education and experience demonstrating the ability to perform the essential duties of the position. ICC Permit Technician Certification is preferred.

Knowledge, Skills and Abilities

Knowledge of: County policies and procedures; Yuma County Comprehensive Building Code, zoning regulations, and related state and local regulations; methods and practices of building construction; Yuma County Road Functional Classification System; Yuma County Public Works Standards Volume I, II, III; environmental health specifications; office computer hardware and software applications; customer service methods and techniques.

Skill in: Reading and interpreting a variety of plans and specifications relevant to permit consideration; performing complex engineering calculations; following written and verbal instructions; communicating effectively verbally and in writing; performing mathematical calculations and computations; establishing effective working relationships with applicants, architects, designers, engineers, builders, homeowners, employees, other agencies, and the public.

Ability to: Effectively respond to phone calls, emails, and complaints in a timely manner; plan, prioritize, manage, and respond to multiple assignments in a fast-paced environment; use modern office equipment and computers; communicate effectively verbally and in writing with a wide range of applicants, including contractors, owners, developers, and architects about the process and requirements for the submission of applications for building and other permits; recognize complete submissions and determine if county specifications are met; work safely and support the culture of workplace safety; lift up to 25 lbs.

Working Environment: The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity; generally, the job requires 60% sitting, 20% walking, and 20% standing; working at a computer monitor for extended periods is required; the job is performed under minimal temperature variations and in a generally hazard-free environment.

Medical Coverage Category

The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). The employee is able to select from three (3) medical plan options with six (6) tiers that will best suit the employee's needs, dependents, or families.

Plan Option 1: Preferred Provider Option A (PPO) or PPO A 1100 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps.

Plan Option 2: Preferred Provider Option B (PPO) or PPO B 1,500 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps.

Plan Option 3: High Deductible High Plan - Health Savings Account (HDHP-HSA) with a 1700 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps.

Employer contributes a total of $800.04 to employees Health Savings Account. If employees select Employee only and participate in the "Wellness Incentive" employees can receive up to contribution to a Limited Purpose FSA card to be used for medical or dental purposes.

Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA is available to employees who are enrolled in YCEBT Medical PPO Plan A and PPO Plan B. The SSA Plan pays 100% of hospital, medical, laboratory, and prescription drug benefits, to a maximum of $5,000 per person per calendar year ($10,000 for two or more family members).
