Job Title: Director, Women's Business Center Lead

Under the administrative direction of the V.P. Economic & Workforce Development, the incumbent will develop the Pasadena Area Community College District Women's Business Center program (WBC), including implementation of activities; providing direct consultation to clients, developing client scopes of work; managing day-to-day operations; developing community and business partnerships and collaborations; and, interfacing with Federal, State, and local governmental economic development agencies in order to promote and facilitate regional business creation, retention, and expansion.

Key Responsibilities:
  • Compiles, writes, and submits timely narrative and quantitative reports for all Women's Business Center activities and meets milestones and goals.
  • Creates and implements an operating business plan and monitors program budget.
  • Recruits, screens, and contracts with appropriate professional and technical consultants to deliver Women's Business Center programs and services.
  • Promotes and markets Women's Business Center programs and services regionally; makes presentations to regional business, civic groups, publications, and organizations, as appropriate.
  • Plans, develops, coordinates, schedules, evaluates, and supervises delivery of programs and services sponsored by or provided directly by the Women's Business Center; including, but not limited to, workshops, seminars, conferences, special events, etc. targeted to small businesses.
  • Works with local business leaders, business organization, Chambers of Commerce, community leaders, and other economic development agencies to promote business development and entrepreneurship.
  • Identifies and develops local sources to obtain funding and expand services and outreach.
  • Determines the needs of the local community. Assesses program impact on local community.
  • Develops cooperative working relationships and partnerships with the other directors and advisors in the Women's Business Center Network.
  • Participates in activities of other local economic development efforts including the Small Business Association and Association of Women Business Centers, as feasible and appropriate.
  • Consults with academic and professionals at institutions of higher education; area assistance providers and local, regional, and state governments to identify and provide technical business assistance.
  • Facilitates creation of systems and sites for delivery of Women's Business Center business counseling services and seminars.
  • Meets with current and/or prospective local/regional small business owners to provide general counseling regarding business management practices, as needed.
  • Monitors, reviews, organizes, acquires, and provides access to counseling, data, and information useful to business development projects.
  • Maintains a network of resource business assistance organizations, business professionals, and economic development agencies.
  • Assists overall local and regional economic development efforts, as feasible and appropriate.
  • Directly manages all aspects of employee lifecycle including recruitment, transfers, suspensions, layoffs, recalls, promotions, terminations, task assignments, performance evaluations, rewards, disciplinary actions, and grievance resolution, ensuring adherence to company policies and legal requirements.
  • Perform other duties as assigned.
Requirements:
  • A bachelor's degree in business or a related field.
  • Minimum of three years' experience starting and running a small business, accessing capital/financing for small businesses and interfacing with banks and small business loan programs.
Preferred Qualifications:
  • Preferably bi-lingual.
Knowledge, Skills and Abilities:
  • Supervise, evaluate and train assigned personnel.
  • Communicate effectively, both orally and in writing.
  • Excellent organizational skills and ability to follow systems and procedures.
  • Compose reports, correspondence, and articles for publication; speak in public and make presentations to small and large groups.
  • Experience working in economic development and small business assistance programs.
  • First-hand experience and compassion for the WBC's target groups (underserved, marginalized, low income, rural, women of color) of women business owners, understanding their needs, wants, values and goals. Knowledge of information technology concepts for small business.
  • Analyze, evaluate, and resolve problems. Analyze data and prepare reports.
  • Demonstrated skills in program development, outreach, marketing, and client interaction.
  • Develop, manage, and monitor budgets, expenditures, and program operations.
  • Ability to identify priorities, take initiative and make clear recommendations to ensure successful delivery of programs, services, reporting and customer service.
