Position Overview:

This role is pivotal in overseeing the organization’s financial resources, ensuring accurate cash management and reconciliation of financial statements on a monthly basis. The Director will supervise the investment of available funds, guaranteeing liquidity for operational expenses. Responsibilities include preparing and presenting detailed financial reports to the Board of Trustees, as well as managing the grants application process, compliance, and monitoring of sub-recipients.

The Director will lead the Grants Manager and Grants Accountant, ensuring adherence to regulatory requirements and organizational policies. This includes the review and submission of necessary transportation improvement program documents and grant amendments. The role also involves acting as a liaison with various governmental agencies to ensure compliance with applicable regulations.

Key Responsibilities:

  1. Oversee cash management and investment strategies in accordance with Ohio Revised Code.
  2. Conduct thorough cash flow analyses for all funds, including General, Development, Capital, and others.
  3. Prepare monthly cash and investment reports for the Deputy General Manager of Finance and the Board.
  4. Facilitate electronic fund transfers, ensuring proper documentation and recording of transactions.
  5. Evaluate grant opportunities and ensure compliance with award terms while monitoring sub-recipient activities.
  6. Manage debt issuance and payment schedules, providing financial projections and analyses for capital projects.

Qualifications:

The ideal candidate will possess:

  • A minimum of 7 to 9 years of experience in financial management, budgeting, and policy implementation.
  • A Bachelor’s degree in Business, Finance, Accounting, or a related discipline.
  • Certification as a Cash Manager (CCM) or a willingness to obtain certification within the first nine months of employment.

Work Environment:

This position primarily operates in an office environment, with the expectation of sitting for extended periods and engaging in tasks that require focused attention and effective communication.
