Position Summary

The Human Resources Director leads the strategic direction and operational management of the Human Resources Department. This role encompasses all aspects of Human Resources and Risk Management, including recruitment, employee relations, benefits administration, compensation, workforce development, safety programs, and HR Information Systems (HRIS). The Director is tasked with formulating, executing, and overseeing employee policies and regulations, while actively participating as a member of the City's Executive Management Team.


Key Responsibilities:

Management Duties:
  • Oversee all HR functions, providing leadership and support to staff while fostering a collaborative work environment.
  • Guide the development of departmental work plans, monitor progress, and evaluate outcomes.
  • Manage the departmental budget effectively.
  • Assess and plan for technological needs within the department.
  • Administer the HRIS and ensure compliance with record-keeping standards.
  • Support various commissions and boards as needed.
Human Resources Administration:
  • Develop and implement citywide recruitment policies, ensuring compliance with regulations and promoting diversity and inclusion.
  • Oversee health insurance and retirement plan administration, staying informed on legal requirements.
  • Manage classification and compensation systems, conducting salary surveys to maintain competitive pay.
  • Ensure adherence to labor regulations and city policies.
  • Administer performance evaluation systems and provide guidance on HR policies.
Labor Relations:
  • Direct all labor relations activities and provide support for grievance processes.
  • Advise management and staff on HR matters and assist in conflict resolution.
Risk Management:
  • Develop and manage a comprehensive risk management strategy.
  • Oversee workplace safety and employee disability claims.
Organizational Leadership:
  • Promote a positive workplace culture that values diversity and inclusion.
  • Serve as a strategic partner to departments in achieving their goals.
Qualifications:

Minimum Requirements:

  • Bachelor's Degree in Business or Public Administration with a focus on Human Resources.
  • Eight years of progressively responsible experience in public sector HR, including three years in a supervisory role.
  • Preferred certifications include SHRM-CP, HRCI, PHR, or SPHR.
Licenses:
  • Valid Washington State Driver's License.
