This position demands a comprehensive understanding of departmental programs, protocols, and policies, along with a general familiarity with real estate documentation such as easements, right-of-way agreements, and plat dedications, requiring the exercise of significant initiative and independent judgment. The specialized focus of this role is on stormwater management.

This position offers the flexibility of remote work options.

Key Responsibilities:

  • Strategically plans and executes projects, managing finances, budgets, resources, and integrating operations/systems to fulfill assigned missions, which may involve highly technical matters;
  • Enhances administrative processes by supporting operations, finance, budgeting, and other related activities;
  • Defines operational requirements and plans, taking a lead role in providing administrative support to senior management;
  • Plans and evaluates assigned operations and associated costs, designs, performance, maintenance, and administrative systems necessary to meet project goals;
  • Conducts research and gathers necessary data to assess objectives, goals, and project specifications;
  • Coordinates and oversees assignments and projects, including planning and operational phases that may encompass design, development, testing, implementation, production, and routine operations;
  • Estimates timelines, quality, identifies sources, and determines the quantity of resources needed for successful project execution;
  • Supervises projects and prepares reports for upper management;
  • Ensures project timelines are adhered to and addresses any delays, resolving issues promptly;
  • Evaluates and monitors progress in assigned areas of responsibility, reporting to senior management;
  • Facilitates the strategic planning process for the development and execution of integrated strategic plans, policies, and procedures;
  • Analyzes outcomes, tracks progress, assesses changes, and negotiates the implementation of change management;
  • Develops and maintains effective communication strategies, managing proactive information dissemination to all levels of County personnel;
  • Reviews and assesses best practices from other departments, governmental entities, agencies, or private sector organizations for potential departmental enhancements;
  • Leads or participates in cross-functional project teams;
  • Monitors and evaluates planning activities and implementation status to ensure alignment with established strategic directions;
  • Oversees progress on assignments, special projects, services, operations, construction, or other activities in accordance with set requirements and timelines;
  • May supervise staff on a regular or intermittent basis;
  • Performs additional related duties as assigned.

Qualifications:

  • Eight years of technical and professional experience in the relevant subject matter area, including one year of supervisory experience or training; or
  • An Associate's degree in project management, business, finance, public administration, planning, information technology, or a related field, accompanied by six years of relevant experience; or
  • A Bachelor's degree in project management, business, finance, public administration, planning, information technology, or a related field, with four years of relevant experience; or
  • A Master's degree with two years of relevant experience; or
  • An equivalent combination of education, training, and experience.
  • Must possess and maintain a valid Florida Driver's License at the time of hire.
  • Willingness to work a variety of schedules, including mandatory work periods during special, emergency, and/or disaster situations.

Preferred Qualifications:

  • Proficiency in ESRI GIS software for data review and editing.
  • Experience with work management software.
  • Advanced skills in reviewing and interpreting construction and site plans.
  • A solid understanding of engineering practices and principles related to stormwater and environmental planning and permitting.
  • Depending on the area of assignment, coordination with federal and state agencies, municipalities, local businesses, and other organizations may be required, along with long-range planning and program evaluation in relation to the County's National Incident Management System and Continuity of Operations Plan.
  • Knowledge of hydrology and hydraulics as they relate to open and closed conveyance systems and stormwater retention/detention facilities.
  • Familiarity with civil engineering principles and intermediate mathematical applications related to surveying and engineering computations in Stormwater Management.
  • Knowledge of techniques for developing programs related to county stormwater facilities, processes, and initiatives.
  • Strong public speaking skills for presentations to individuals and groups.
