Job Summary

This is a unique opportunity to join the Minnesota Management and Budget team as a Planning Program Manager. We are seeking a highly skilled and experienced professional to lead our long-range planning efforts and oversee interagency planning initiatives.

Responsibilities
  • Lead statewide long-range planning efforts, including multiple and concurrent planning initiatives, across a wide variety of issue areas and stakeholder groups.
  • Oversee and manage other staff working as part of a planning unit within the long-range planning team.
  • Provide day-to-day direction and supervision, feedback, coaching, professional development, and other supervisory responsibilities, while fostering a diverse, inclusive, and psychologically safe work environment.
  • Actively cultivate, manage, and maintain the relationships and knowledge needed to effectively advance the work of the long-range planning program, including with state and agency leaders, peer state governments, local governments, academia, business and nonprofit communities, and other Minnesota communities.
  • Coordinate closely with other agency and interagency efforts and teams, such as Results Management, to most effectively execute the program's long-range planning work.
  • Serve as a high-level expert on and representative for the state's long-range planning work, including providing consultation to state leaders and the legislature, responding to legislative requests and inquiries, and communicating with the press and community groups.
  • Contribute to the advancement and evolution of the Long-Range Planning program's strategy, providing input and feedback to evolve the program's goals, structure, and operations in and beyond the program's initial phase.
Requirements
  • Four (4) years of professional level experience which must include two (2) years of supervisory or managerial experience.
  • A bachelor's degree in public policy, public administration, urban planning, engineering, geography, economics, environmental sciences, journalism, law, or a related field may substitute for one year of experience.
  • Demonstrated experience in the areas of planning or policy development, including long-range planning, comprehensive planning, community-based planning, strategic planning, land use planning, environmental planning, economic development, urban design, research, policy implementation, and other areas of planning and policy.
  • Demonstrated project and stakeholder management experience, including the ability to organize and execute work based on project goals, prioritize amidst competing interests, and effectively engage a variety of stakeholders to advance the work.
  • Experience advancing diversity, equity, and inclusion through management practice and/or through project work.
  • Highly effective written and verbal communication.
  • Ability to navigate ambiguity, including proactively anticipating barriers and adapting to overcome challenges, innovating, and designing with a user-focused mindset.
Preferred Qualifications
  • Advanced degree or certificate in urban planning, public policy, public administration, economics, geography, environmental sciences, journalism, law, engineering, or a related field.
  • Lived experience relevant for the work of long-range planning on key policy issues to improve the lives of Minnesotans.
  • Experience with public sector organizations, including policy development and program implementation.
  • Knowledge of Minnesota's legislative process, state policies, procedures, and practices, and research institution landscape.
  • Demonstrated leadership competencies, including leading self, leading others, leading the organization, and leading outside the organization.
