We are seeking a highly skilled and experienced Public Health Manager II to join our team at the Texas Department of Aging & Disability Services. The successful candidate will be responsible for managing the Public Health Region (PHR) 11, overseeing strategic operations and planning, and collaborating with the Office of Border Public Health (OBPH) Central Office.
Key Responsibilities:- Develop and implement strategic plans, goals, and objectives for PHR 11, in collaboration with OBPH Central Office.
- Supervise and manage staff, including planning, assigning, and evaluating work.
- Coordinate with OBPH Central Office to establish, implement, and monitor contracts, MOUs, and MOAs for health prevention and promotion activities.
- Develop and review guidelines and procedures, and establish priorities, standards, and measurement tools to meet performance measures standards.
- Oversee the preparation and review of original correspondence, including letters, technical reports, and administrative memoranda.
- Support other DSHS PHR 11 programs, including Preparedness/Epidemiology, Community Health Improvement, HIV/STD, Tuberculosis, Zoonosis, Program Services, and Immunization, as needed.
- Bilingual and biliterate in English/Spanish.
- Knowledge of local, state, and federal laws relating to public health.
- Knowledge of Binational (U.S.-Mexico) public health.
- Knowledge of principles and techniques of supervision, management, and leadership.
- Knowledge of public administration and management.
- Knowledge of community resources at local, state, and national levels.
- Knowledge of computers and software programs, including MS Office, Teams, and SharePoint.
- Knowledge of budget and fiscal management.
- Knowledge of the Incident Command Structure.
- Skills in conflict resolution, mediation, facilitation, and sound decision-making.
- Skills in community organization and development of community resources.
- Skills in writing readable documents/reports dealing with complex subject matter.
- Skills in communicating effectively, both orally and in writing, to diverse groups.
- Ability to establish goals and objectives for multiple programs.
- Ability to prepare concise reports with accurate data.
- Ability to develop, implement, monitor, and evaluate program policies, procedures, and practices.
- Ability to supervise, plan, and assign the work of others.
- Ability to administer and manage multiple programs, budgets, and to analyze and evaluate reports.
The successful candidate will be required to travel up to 20% of the time, with potential for overnight travel.
