Position Overview:
This recruitment is for a managerial role within the State of Hawaii's Department of Transportation (DOT).

The selected candidate will oversee and synchronize the comprehensive planning, programming, and budgeting operations of the DOT. This includes the systematic evaluation and annual formulation of the Department's Six-Year Program and Financial Plans, Biennium Budget requests, along with the development of detailed studies addressing significant programs and issues.

Supervisory Responsibilities:
The role involves leading a diverse team of professionals across engineering, economics, and finance disciplines.


Essential Knowledge and Skills:

Knowledge of: Principles of public administration, organizational structure of State government, advanced report writing, cost/benefit analysis techniques, economic theories, and public finance. Familiarity with econometrics and operations research is also required, alongside an understanding of the State's program framework and relevant administrative policies.

Ability to: Strategically plan, organize, direct, and conduct extensive program evaluations; develop presentations that effectively communicate complex information; and engage with high-level government officials and stakeholders.


Educational and Experience Requirements:

Graduation from an accredited four-year college or university with a bachelor's degree is essential. Relevant work experience may substitute for educational qualifications on a year-for-year basis.

Specialized Experience:
A minimum of four and a half years of professional experience utilizing economics, statistics, and operations research methodologies to evaluate ongoing programs and related issues is required. This experience must emphasize quantitative analysis rather than descriptive methods.

Supervisory Experience:
At least two years of responsible supervisory experience overseeing quantitative analytical work is necessary, including planning, organizing, and directing the work of others, as well as training and evaluating their performance.


Substitutions Allowed:
Advanced degrees in relevant fields may substitute for specialized experience under specific conditions.
