The City Infrastructure Operations Manager oversees substantial and varied teams involved in the development and upkeep of municipal assets within public Right of Way. This role includes supervising the maintenance and restoration of the City’s roadway system, which encompasses the repair and upkeep of pavement surfaces, sidewalks, bicycle paths, traffic control signage, guardrails, fencing, pavement markings, street lighting, traffic signals, and the management of trees, graffiti, and weed control within public areas.

For the Stormwater Department - The City Infrastructure Operations Manager is tasked with the daily operations and administration of the City’s street cleaning and optimization initiatives, storm pump stations, channel dredging, and inspections and cleaning of pipes and drains; leading in-house construction teams for Capital Improvement Projects; and performing additional responsibilities as assigned.

For the Transportation Department - The City Infrastructure Operations Manager manages deferred maintenance and Capital Improvement Projects; acts as a subject matter expert in claims and litigation matters related to maintenance and repair; addresses resident concerns, oversees human resources, and is accountable for the procurement and upkeep of vehicles and equipment; assists in developing, tracking, and monitoring departmental budgets and performance metrics; and performs other duties as assigned.

NOTES:
  • Employees in job classifications represented by Municipal Employees Association (MEA) are scheduled to receive the following general wage increases:
    • 2% effective 1/1/25
    • 5% effective 7/1/25
  • In addition to the scheduled general wage increases, the following special salary wage increase is also scheduled to take effect for City Infrastructure Operations Manager:
    • 5% effective 1/1/25
    • 5% effective 1/1/26
  • Eligible benefitted employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).
MINIMUM REQUIREMENTS

Applicants must meet the following criteria on the date of application, unless otherwise specified.

EXPERIENCE: Four years of full-time experience in coordinating public facility or utility construction and maintenance projects, which must include four years of planning, assigning, and supervising the work of multiple crews within a major unit or division engaged in the construction, maintenance, and/or repair of streets, water, sewer, parks, public right-of-way, or public facilities. Qualifying supervisory experience MUST demonstrate responsibility for the complete range of supervisory duties including planning and scheduling the work of employees, employee selection, training, evaluation, commendations, and discipline.

NOTES:
  • Experience supervising/crew leading the maintenance of buildings or park grounds (e.g., mowing, weeding, planting) is NOT qualifying.
  • City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.
LICENSE: A valid California Class C Driver License is required at the time of hire.

HIGHLY DESIRABLE:
  • Proficient in using computer software including Word and Excel.
  • Experience with Field Mobile Device Units and Work Order Management Systems
