Key Responsibilities

This Lead Instructional Systems Supervisor role is situated within the Enterprise Support (ES), Training & Development (T&D), Training Operations Division of the Transportation Security Administration, Department of Homeland Security (DHS). Responsibilities encompass, but are not limited to:
  • Acting as a primary technical authority, offering counsel, insights, and recommendations to course sponsors, program managers, field training managers, instructional personnel, and senior management on various intricate and urgent training-related matters. Ensuring that course objectives, organizational training needs, and agency missions are accurately reflected in the curriculum design process.
  • Overseeing and directing the development of training materials, curricula, and supporting documentation for both instructor-led and online training programs, adhering to the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) model, and aligning with established T&D curriculum development standards.
  • Collaborating with course sponsors, subject matter experts, and leadership to identify effective strategies for delivering training to the intended audience.
  • Participating as a key member of the Training Operations Leadership team, contributing to the planning, development, execution, assessment, and management of training initiatives and long-term strategic objectives.
  • Supervising subordinates responsible for enhancing the planning and execution of training projects, formulating requirements, creating actionable plans, and managing training-related outputs. Fostering the growth and development of managers and staff to reach their full potential.
Qualifications

Employment Conditions

  1. U.S. Citizenship or U.S. National status is required.
  2. Minimum age of 18 at the time of application.
  3. Completion of a favorable Background Investigation (BI).
  4. Selective Service registration is mandatory.
  5. Ability to obtain and maintain a Secret Clearance.

Specialized Experience

To qualify for this position, candidates must possess one year of specialized experience equivalent to the SV-J or GS-14 Pay Band in federal service or comparable experience in the private sector. Specialized experience includes:
  • Applying adult learning theories and practices to analyze, design, develop, implement, and evaluate training programs.
  • Managing teams that implement and revise educational courses.
  • Overseeing personnel who assess the effectiveness of instructional design for both instructor-led and online training programs.


Education

To be considered for this position, candidates must have a degree that includes or is supplemented by at least 24 semester hours relevant to the work of the position, covering at least four of the following areas:
  • Learning theory and educational psychology
  • Instructional design methodologies
  • Evaluation techniques for educational programs
  • Development of instructional materials
  • Application of technology in education and training


Additional Information

Eligibility for other federal positions: The TSA operates as an Excepted Service agency, exempt from most Title 5 United States Code regulations. Employment with TSA does not confer competitive status.
