Position Summary:

We are in search of a Senior Business Analyst Lead to deliver insights on the effects of public programs that contribute to societal advancement. Key Responsibilities:

  • Identify and assess both explicit and implicit needs of diverse stakeholders.
  • Facilitate regular discussions with clients to comprehend their business goals, requirements, and challenges.
  • Convert client requests and concepts into comprehensive, detailed requirements for the development team.
  • Act as the subject matter expert for various business domains within the organization.
  • Lead the collection, documentation, and analysis of business requirements through interviews, meetings, and data analysis.
  • Develop and maintain thorough requirement documents, including use cases, user stories, and process flows.
  • Manage the scope of requirements from initial discovery through to final delivery.
  • Create necessary EPLC artifacts as required.
  • Possess experience with agile development methodologies and planning tools.
  • Exhibit strong problem-solving, negotiation, and influencing capabilities.
  • Engage with developers and business stakeholders to create current business process models for each information system.
  • Collaborate with clients to review and validate requirements, ensuring they accurately reflect the client's vision.
  • Draft Alternatives Analysis documents and business cases as necessary.
  • Propose enhancements and support the optimization of IT business processes.
  • Monitor project progress, resources, budgets, schedules, workflows, and reporting.
  • Assess project reporting plans and actual reports to ensure accurate tracking of project status using established metrics.
  • Ensure that reporting lines and responsibilities provide sufficient technical and managerial oversight of projects.
  • Deliver detailed cost tracking and schedule analyses to evaluate progress and risks across all projects.
  • Stay informed about industry best practices and emerging technologies.
  • Share insights and recommend improvements to the business analysis process to boost efficiency and effectiveness.
  • Oversee changes in project scope and manage the change order process.
  • Prepare management reports highlighting key project performance indicators.
  • Suggest performance solutions to safeguard project budgets and timelines.
  • Provide objective evaluations of project performance, resource utilization, and adherence to established processes.

Qualifications:

  • Bachelor's degree in a relevant field.
  • Experience with federal clients, particularly within HHS.
  • Demonstrated experience as a Lead/Senior Business Analyst with project management duties.
  • Exceptional communication, leadership, and interpersonal skills.
  • Experience in implementing software development projects and proficiency in business analysis methodologies.
  • Strong project management skills and knowledge of software development frameworks (Agile, Waterfall, etc.).

Preferred Qualifications:

  • Experience with Agile methodologies.
  • Familiarity with federal contracting processes.
  • Experience with ServiceNow.
