Job Summary

We are seeking a highly skilled and detail-oriented Eligibility Case Manager to join our team. As a key member of our Human Services department, you will be responsible for determining initial and continuing eligibility for various public assistance programs.

Key Responsibilities
  • Conduct interviews with applicants and recipients to collect necessary information for eligibility determination.
  • Explain complex regulations and expectations to applicants and recipients.
  • Gather, organize, and review information supplied by applicants and recipients regarding financial and non-financial criteria.
  • Inform applicants and recipients of relevant requirements and benefits of programs for which they have eligibility.
  • Clarify and interpret appeal rights and procedures for clients.
  • Assist and guide applicants in completing forms, securing documents, and other verifications needed for application completion.
  • Determine the need for recovery of funds or referral for fraud investigations.
  • Prepare informational reports for submission to investigative resources in cases of suspected fraud.
  • Verify pertinent statements given by phone contacts, written requests, and/or direct contact with collateral resources.
  • Prepare for and testify as needed at evidentiary or other hearings.
  • Approve or deny applications and inform applicants of results within the appropriate time frame.
  • Inform recipients of changes in law or regulations affecting eligibility and/or amount of grant.
  • Provide information and assess need for referral to services staff and other community agencies for available assistance.
  • Interface daily with statewide computer systems for accurate and complete data entry of information.
  • Interpret and evaluate computer-generated data to determine application to individual case processing for approvals, changes, denials, and discontinuations.
  • Utilize computer daily for inquiry and data entry for preparation of complex correspondence, spreadsheet development, and record maintenance and research.
  • Maintain client records within the Colorado Benefit Management System (CBMS) and electronic case file in the Department's electronic document management system.
  • Document all actions taken on applications and cases within CBMS.
Requirements
  • High School Diploma or GED Equivalent.
  • Two (2) years full-time public contact experience.
  • A combination of experience and education may be considered.
Preferred Qualifications
  • Associate or Bachelor degree.
  • One year of experience with determining eligibility for Supplemental Nutrition Assistance Program (SNAP), Medicaid, Temporary Assistance to Needy Families (TANF), Old Age Pension (OAP), or Aid to the Needy Disabled (AND).
  • Experience using the Colorado Benefit Management System (CBMS) to determine eligibility for the above programs.
Knowledge, Skills, and Abilities
  • General knowledge of human services programs such as Temporary Aid to Needy Families (TANF), Medicaid, Supplemental Nutrition Assistance Program (SNAP), Old Age Pension (OAP), Aid to the Needy Disabled (AND), Child Care Assistance Program (CCAP), and Low Income Energy Assistance Program (LEAP).
  • Knowledge of community resources available to families in need.
  • Knowledge, understanding, and mastery of computer-based supports such as: Microsoft Office Suite products, CBMS, HS Connects, and MyUI+.
Work Environment
  • Work is generally performed in a typical office environment.
  • Daily work includes use of a computer (laptop or desktop), mouse, keyboard, headset.
  • Office environment may include sitting or standing for periods of time in a shared cubicle work area.
  • Most of the workday is spent at a computer, looking at a screen requiring close vision.
