Position Overview

This role, supported by a grant for a specified duration, operates under general supervision within the Pollution Control Section at Shelby County Health Department. The position encompasses technical responsibilities associated with the Field Services Stage I Vapor Recovery Systems for Gasoline Dispensing Facilities Program.

Compensation Grade: 48

Incentive Structure:

  • Initial payment of $1,500 after the completion of six months of service,
  • Subsequent payment of $1,500 upon reaching twelve months of service,
  • Final payment of $2,000 at the eighteen-month mark of employment.

Essential Qualifications

  • 100% - A minimum of two years of experience in an environmental or health-related field, or public health consultancy; AND
  • A Bachelor's degree from an accredited institution in earth or environmental science, environmental health, or a related discipline; OR
  • An equivalent combination of relevant education and/or experience.
  • Preferred experience in the chemical, biological, or engineering aspects of scientific and/or technical operations.
  • PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.

Key Responsibilities

  • Implementing environmental regulations by developing and finalizing permits for EPA NESHAPs Rule pertaining to Stage I Vapor Recovery Systems at Gasoline Dispensing Facilities.
  • Ensuring adherence to federal, state, and local air pollution regulations concerning Stage I sources, Controlled Burn permitted/non-permitted sources, Fugitive Dust emission sources, and Fugitive Odor/Vapor emission sources.
  • Monitoring regulatory compliance of Stage I sources through Gasoline Transfer Observations.
  • Addressing citizen complaints regarding air pollution sources, recommending corrective measures, and tracking progress.
  • Providing public education on air pollution regulations, along with technical assistance and consultation.
  • Empowering the community with knowledge about air pollution-related health concerns and control measures.
  • Enforcing compliance with air pollution regulations by developing enforcement cases and issuing violation notices.
  • Conducting inspections and monitoring fugitive dust, odor/vapor emission sources, and burn sites for compliance.
  • Assessing sites for the issuance of Controlled Burn Permits.
  • Performing additional related duties as necessary.

Knowledge, Skills, and Abilities

  • Familiarity with technical terminology in air pollution and related environmental sectors.
  • Capability to interpret environmental regulations and guidelines.
  • Ability to investigate and assess environmental projects for compliance and safety.
  • Proficient in researching, preparing, and drafting inspection reports and enforcement cases.
  • Strong written and verbal communication skills.
  • Proficiency in Microsoft Word, Excel, PowerPoint, and Geographic Information System (GIS) software.

Physical Demands

  • Must successfully pass a physical examination.
  • Ability to traverse rough terrain, ascend stairs, and conduct field inspections.
  • Capable of working in various weather conditions.

Special Requirements

  • Must possess and maintain a valid Tennessee driver license or obtain one upon employment.
  • Access to a reliable automobile that meets county insurance standards is required.
  • Willingness to travel within Shelby County as necessary.
  • Certification as a Visible Emissions Evaluator must be obtained within six months of hire.
