SECTION I - POSITION SUMMARY


SUMMARY

This role involves overseeing financial management tasks related to Federal and State grant funding allocated to Cameron County. The ideal candidate will possess the ability to comprehend, interpret, and adhere to federal, state, and local regulations concerning governmental accounting and grant funding. Responsibilities include maintaining financial records for projects and grants, ensuring reconciliation with the County's financial system, preparing grant billings and reports, generating financial statements, and managing project budgets to ensure compliance with grant requirements. Additional responsibilities may be assigned as necessary. This position operates under the supervision of the County Auditor.

KEY RESPONSIBILITIES

The primary duties encompass the management of all transactions associated with grant financial oversight. This position must guarantee adherence to all administrative and financial obligations outlined in the respective Grant Conditions. It is essential that all financial documentation complies with internal controls, procurement, audit, and reporting standards consistently. Timely submission of all reports and financial statements in accordance with grant funding stipulations is mandatory.


SECTION II - QUALIFICATIONS


EDUCATION AND EXPERIENCE

A degree in Accounting (or a closely related field) or equivalent professional experience in governmental fund accounting, grants management, or financial statement preparation and auditing.


KNOWLEDGE, SKILLS, AND ABILITIES

The candidate must demonstrate effective communication skills with diverse groups, utilizing tact and diplomacy. They should be capable of addressing inquiries and resolving complaints efficiently. A solid understanding of general office administration, the ability to work independently, and familiarity with state and federal laws, rules, and regulations applicable to County Government are essential. Proficiency in operating personal computers and basic office equipment is required. The candidate should be adaptable to changing situations and capable of managing multiple projects simultaneously. Strong organizational skills, the ability to prioritize tasks, meet critical deadlines, and follow up on assignments with minimal supervision are necessary. The candidate must also be able to work in accordance with departmental policies and procedures and establish effective working relationships with colleagues, County employees, elected officials, governmental representatives, constituents, outside agencies, and the general public.

SPECIAL REQUIREMENTS

A valid Texas Driver's License and a satisfactory driving record are required.

SECTION III - WORK ENVIRONMENT


CONTACTS

Interactions require tact when engaging with elected officials, department heads, County employees, health providers, and the public regarding departmental operations.


External Contacts: Regular communication with personnel from other departments and occasional interactions with governmental agencies and outside organizations. Communication is primarily conducted via telephone and mail.


Internal Contacts: Frequent communication with elected officials, department heads, subordinates, coworkers, and other County employees, primarily through face-to-face interactions, telephone, and written correspondence.


RESPONSIBILITY

This position significantly impacts the operations and public perception of the Auditor's Department. The primary accountability lies with the County Auditor, and the role involves handling confidential information and documents pertinent to the County.


WORKING CONDITIONS

The working environment is primarily office-based, with a standard 40-hour workweek.
