Job Summary

As a Program Manager, Supportive Services, you will oversee the administrative and business operations of programs, ensuring the coordination of services and resources for clients. This role involves monitoring client flow, case management, and referrals, as well as maintaining wait lists and verifying client eligibility. You will also be responsible for submitting billing and reports, monitoring rental income and payments, and overseeing community support services case managers. Additionally, you will provide supervision as necessary and manage the allocation of rental assistance resources for the program. Your goal will be to ensure adherence to all program policies and procedures.

Key Responsibilities
  • Manage the operational and fiscal activities of the program/department, including staffing levels, budgets, and financial goals.
  • Recruit, manage, develop, and evaluate staff by providing timely mentoring, training, and performance management.
  • Ensure adherence to policies and protocols for programs serving chronically homeless individuals, including guidelines for enrollment, meeting attendance, client transportation to appointments, and more.
  • Develop regular program schedules, staffing, and house meetings, and access external resources as appropriate.
  • Outreach to treatment programs and other community-based resources to establish contacts for client referral.
  • Keep detailed logs of referrals made.
  • Coordinate staff coverage of crisis intervention.
  • Monitor move-ins and move-outs, room turn-overs, and repair requests with property management and maintenance teams.
  • Interface with SMOC Non-profit housing property management to ensure compliance with program specifications.
  • Review case manager notes regularly to ensure compliance with program specifications.
  • Ensure compliance with program, agency, and/or funder requirements and policies and procedures.
  • Develop Individual Service Plans with each participant within three days of entry into the program.
  • Work closely with shelter staff, Relapse Prevention Managers, and Sober Housing Staff to identify new program participants.
  • Ensure that case managers maintain weekly contact with clients actively involved in the program and guarantee regular contact schedules with all participants for at least 24 months.
  • Maintain appropriate files and case notes, as well as accurate program rosters.
  • Outreach to treatment programs and other community partners, keeping detailed logs of referrals made.
  • Ensure compliance with program/department, agency, and/or funder requirements, as well as SMOC policies and procedures.
Requirements
  • Bachelor's degree in social work or another human service-related field required; MSW preferred.
  • At least 2 years of supervisory/management experience preferred.
  • Excellent computer skills, including intermediate to advanced proficiency in Word, Excel, and PowerPoint, as well as a strong understanding of databases.
  • Proven organizational skills and strong written and verbal communication skills.
  • Prior work with homeless populations and substance use required.
Working Conditions

Some travel is required, and 24-hour cell phone coverage is necessary for staff support during crisis intervention. As part of this role, you will have direct or incidental contact with clients served by SMOC programs funded or administered through the Executive Office of Health and Human Services. A successful background check is required.
