Merjent, Inc. is in search of an Environmental Compliance Specialist to collaborate with our esteemed clients and project teams in managing and securing permits for various utility infrastructure initiatives, primarily within Pennsylvania. These initiatives encompass both linear projects (such as natural gas and electric lines) and standalone facilities (including renewable energy generation and substations). The scope of work will vary from expedited operations and maintenance tasks to extensive, multi-year projects characterized by intricate schedules and deadlines.
This role necessitates consistent engagement with clients and internal teams. The Environmental Compliance Specialist will lead project evaluations and permit applications, ensuring the acquisition of essential environmental permits and adherence to regulatory standards. The specialist will also coordinate with Merjent's resource experts to conduct field surveys, specialized resource assessments, GIS outputs, and other project-specific requirements. A solid understanding of federal, state, and local environmental regulations pertinent to utility and energy projects in Pennsylvania is essential for this position.
Compensation: The expected annual salary for this role ranges from $87,600 to $119,000, contingent upon qualifications and experience.
Key ResponsibilitiesThe following duties represent the general responsibilities that may be assigned to this position. Actual responsibilities may vary:
- Collaborate closely with Project Managers and/or act as a Project Manager to oversee a range of utility infrastructure projects for clients operating in Pennsylvania.
- Review and prepare permit submissions for federal, state, and local authorizations necessary for wetland and waterway crossings, protected species and cultural resources assessments, erosion and stormwater management, and floodplain zoning considerations.
- Ensure that clients and projects receive effective environmental guidance, successfully obtain required permits and approvals, and maintain compliance with applicable laws and regulations in Pennsylvania.
- Coordinate with internal project teams and/or subcontractors to complete necessary resource evaluations.
- Provide project schedule and cost estimates and ensure adherence to these expectations.
- Engage with both internal and external clients to uphold Merjent's reputation for excellence and integrity.
The ideal candidate will possess the following qualifications and experience:
- Bachelor's degree in Environmental Science, Biology, or a related discipline.
- A minimum of 5 years of experience in utility-focused environmental permitting within Pennsylvania, demonstrating successful collaboration with agencies such as the U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, State Historic Preservation Office, Pennsylvania Department of Conservation and Natural Resources, Pennsylvania Department of Environmental Protection, and local government entities.
- Strong self-motivation and exceptional organizational and task management abilities.
- Capability to manage multiple tasks, adapt swiftly, work effectively under pressure, both in team settings and independently, and analyze, organize, and interpret data from diverse sources into clear, concise written reports.
- Detail-oriented with outstanding problem-solving skills.
- Excellent verbal communication and technical writing abilities. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint); experience with technical editing and ArcGIS is advantageous.
- Willingness to travel as necessary (0-20%), based on project requirements. Some fieldwork may be required depending on background and/or interest.
