Core Responsibilities:

The Connecticut Rapid Re-Housing Program (CT RRP) is a statewide initiative designed to assist homeless households, including individuals and families, in swiftly transitioning from homelessness to permanent housing. This is achieved through the provision of time-limited housing supports and strategies aimed at ensuring housing stability. The Housing Support Specialist plays a crucial role in delivering housing and relocation services to families and individuals exiting homelessness, along with providing up to 12 months of home-based case management following housing placement.

Key Duties:

  • Implement interconnected strategies developed by the CT RRP Grant to enhance program effectiveness, including:
    • Coordinated intake, screening, and housing-based assessments.
    • Assistance with housing searches, landlord recruitment, and relocation.
    • Support for housing stabilization and sustainability, including connections to community services and financial assistance.
  • Function as both a Case Worker and Housing Specialist, providing comprehensive support as needed.
  • Manage a combined caseload of homeless households (families and individuals) requiring housing assistance and/or casework, serving a minimum of 50 households annually.
  • Act as the primary contact for 7 to 15 families/individuals participating in the Rapid Re-Housing Program.
  • Assist in locating and securing suitable housing and community resources for participants.
  • Support households in increasing income, accessing long-term housing subsidies, and establishing family and community-based supports.
  • Deliver services primarily in clients' homes or preferred locations.
  • Engage in outreach with shelters to ensure effective communication regarding referrals to the Rapid Re-Housing Program.
  • Educate landlords about the program, dispel myths regarding homeless families and individuals, and provide support to promote successful tenancy.
  • Develop innovative strategies to foster and maintain professional relationships with landlords.
  • Participate actively in community landlord engagement teams and meetings, assisting in the creation of engagement events.
  • Provide coordination and referrals to households post-assistance to enhance stability and self-sufficiency.
  • Assist clients in completing relevant housing applications.
  • Conduct housing quality and lead inspections on all units prior to tenant occupancy.
  • Maintain regular supervision with the Rapid Re-Housing Program Manager as required.
  • Report any significant changes in client status or critical incidents to the Program Manager within 24 hours.
  • Attend necessary trainings on Evidence-Based Practices as mandated by the Program Manager.
  • Utilize an approved HMIS system to document all client and program data, including enrollments, discharges, case notes, assessments, and services provided.
  • Contribute to program development and quality assurance activities as directed.
  • Perform other duties as assigned to ensure successful operations.

Qualifications:

  • Associate's Degree required (Bachelor's preferred) with two years of relevant experience.
  • Bilingual proficiency in English and Spanish is essential.
  • Availability for occasional emergency coverage.
  • Valid driver's license, proof of insurance, and reliable transportation are required.
  • Familiarity with leasing procedures and fair housing laws.
  • Understanding of housing quality standards and inspection methods.
  • Proficiency in Microsoft Office Suite.
  • Strong organizational skills with the ability to manage multiple projects simultaneously.
  • Highly motivated, creative, and possess excellent interpersonal skills.
  • Exceptional written and verbal communication abilities.
