Key Responsibilities

The FMS SME/Financial Analyst will be responsible for overseeing and reporting on program execution related to the International Security Cooperation Program (ISCP) and other security cooperation financial accounts managed by DSCA. Responsibilities include, but are not limited to:

  • Providing programmatic and administrative assistance;
  • Facilitating and coordinating information flow;
  • Building interdepartmental relationships;
  • Conducting research and data analysis;
  • Generating weekly execution monitoring reports;
  • Managing budgets and supporting the creation and delivery of the Section 333 Quarterly Monitoring Report.

Qualifications

General Skills: Candidates must possess strong computer and analytical skills, along with the ability to conduct research and communicate effectively in writing. Flexibility, exceptional interpersonal skills, project coordination experience, and the capability to collaborate with all levels of internal management and Department of Defense (DoD) personnel are essential.

Technical Skills:

  • Experience in financial management and project oversight;
  • Understanding of budgeting and appropriations in relation to program execution;
  • Able to foster positive relationships with DoD Agencies, the State Department, Combatant Commanders, Joint Staff, Military Departments, and in-country Security Cooperation Officers.

Computer Skills:

  • Proficient in MS Office Suite, including Outlook, Word, Excel, and PowerPoint;
  • Advanced Excel skills for data evaluation, formula application, analytics, and spreadsheet management;
  • Ability to transfer presentation graphics from Excel to PowerPoint or Word;
  • Enhanced computer skills beyond basic requirements, such as SharePoint, Access databases, and media presentation.

Security Clearance: A SECRET clearance is mandatory for this position. Selected applicants will undergo a government security investigation and must meet eligibility criteria for access to classified information. Only U.S. citizens are eligible for a security clearance.
