About the Role

The San Francisco Housing Authority seeks a seasoned executive to lead its Housing Choice Voucher Program (HCV) as the Program Director. This critical role oversees the administration of approximately 180 Housing Assistance Payments contracts and 7,500 vouchers, ensuring compliance with HUD regulations, SFHA's Administrative Plan, and contractual obligations.

Key Responsibilities
  • Liaise between the client and the company to ensure effective communication and program success.
  • Provide oversight of program operations, resources, and metrics to ensure program goals are met.
  • Develop a reporting structure that reflects program operations and ensures metrics are met.
  • Enforce HUD regulations, SFHA's Administrative Plan, and contractual obligations.
  • Ensure excellent customer service for SFHA program participants.
  • Plan, organize, and coordinate HCV PBV program operations, including contractual responsibilities.
  • Develop work plans and identify resources to ensure program success.
  • Lead and oversee monthly reporting deliverables, including narrative reports and scorecards.
Requirements
  • In-depth knowledge of the HCV PBV program, including intake, waitlist management, inspections, annual reexaminations, and data analytics and reporting.
  • Familiarity with federal, state, and local regulations concerning HCV PBV program management and maintenance.
  • Ability to analyze situations and determine effective solutions.
  • Master's Degree preferred; Bachelor's Degree required in social work, business, public administration, or closely related field.
  • Three years of progressively responsible public, social, or human services management experience.
  • Knowledge of public sector housing authority programs.
