Position Overview
As a key contributor within the Department of Defense, the incumbent will take on significant responsibilities that include:

Advisory Role: Act as the principal advisor to the Executive Director, serving as the main liaison for intelligence support related to the science and technology initiatives of USD(R&E).

Strategic Intelligence Support: Provide expert guidance in all-source intelligence analysis, integrating requirements to enhance analytic assessments and intelligence program management.

Organizational Leadership: Define and steer the strategic direction of OSI&A, ensuring the delivery of technical and operational assessments that inform USD(R&E) technology investment decisions.

Program Evaluation: Lead the assessment of program effectiveness, offering constructive recommendations for enhancements and improvements.

Implementation Oversight: Develop comprehensive plans, objectives, and goals for the long-term administration of the program, supervising the execution of these strategies.

Collaboration: Work closely with various entities within the OUSD(R&E) enterprise, including OSD components, Joint Staff, Services, Combatant Command, and the Intelligence Community, representing the Executive Director.

Contract Management: Serve as a Contracting Officer's Representative (COR) and/or Contracting Officer's Technical Representative (COTR) for OSI&A, including the formulation of contracting requirements.

Security Responsibilities: Act as the Government security point of contact for OSI&A, fulfilling roles such as Primary Activity Security Representative (ASR) and Government Operations Security (OPSEC) Representative.

Qualifications
To qualify for this position, candidates must demonstrate:

- Specialized experience equivalent to the NH-3 (GS-13) level in the Federal service, showcasing advanced analytical skills to interpret complex data and enhance program effectiveness.

- Proficiency in communication and negotiation, particularly in engaging with high-level stakeholders.

- Experience in forming multidisciplinary teams and fostering collaborations across various sectors.

- Knowledge of DoD research, engineering, intelligence, and S&T enterprises, along with their interrelations.

- Ability to strategize and adjust policies to boost program efficiency and effectiveness.

- Familiarity with the DoD Planning, Programming, Budgeting, and Execution (PPBE) System, particularly regarding RDT&E Budget Activities.

- Skills in conveying complex information clearly to diverse audiences.

- Competence in contract management, equipped to act as the COR and COTR.
