Position Summary:

As a Consultant, you will play a pivotal role in a federal transformation office tasked with transitioning to a new grant management system service provider. Your responsibilities will include:

  • Evaluating existing grant management processes, workflows, and systems to pinpoint opportunities for enhancement and optimization, including addressing gaps in business processes, governance, and documentation controls.
  • Collaborating with stakeholders across various departments to collect and document business requirements for the new grant management system.
  • Translating business requirements into detailed and comprehensive system specifications, including user stories, use cases, and functional requirements.
  • Acting as a bridge between stakeholders and the technical team, ensuring that requirements are accurately understood and implemented.
  • Facilitating meetings, workshops, and discussions to gather requirements, clarify issues, and foster consensus among stakeholders.
  • Working closely with software developers, system architects, and quality assurance testers to ensure that system solutions align with business needs and objectives.
  • Conducting impact assessments to evaluate the implications of proposed system changes on existing processes, systems, and stakeholders.
  • Creating and maintaining project documentation, including business requirements documents, process flows, and system design documents.
  • Assisting with pre-migration data cleansing activities.
  • Providing ongoing support and guidance to stakeholders throughout the project lifecycle, including user acceptance testing, training, and deployment.
Essential Qualifications:
  • Public Trust Clearance is required.
  • Bachelor's degree in Business Administration, Information Technology, Computer Science, or a related field.
  • A minimum of 4 years of relevant experience.
  • Demonstrated experience as a Business Analyst, particularly in system migrations or software development projects.
  • Strong analytical abilities with a knack for quickly grasping complex business processes and requirements.
  • Exceptional communication and interpersonal skills, capable of effectively engaging and collaborating with stakeholders at all organizational levels.
  • Experience with requirements gathering techniques, including interviews, workshops, surveys, and documentation analysis.
  • Familiarity with project management methodologies, such as Agile or Waterfall, and experience working within cross-functional project teams.
  • Knowledge of grant management processes, regulations, and best practices is advantageous.
  • Proficiency in tools such as Microsoft Office, Visio, and project management software.
  • Must be authorized to work in the United States on a full-time basis.
Preferred Qualifications:
  • Certification(s) in business analysis (e.g., CBAP, CCBA) is desirable.
