The ideal candidate will excel in managing complex programs, analyzing data to inform decisions, and collaborating with a wide range of stakeholders to drive the state's economic development goals.
Key Responsibilities- Lead the planning, execution, and evaluation of workforce development programs, including Future48 Workforce Accelerators, Arizona Advanced Technologies Network, and work-based learning opportunities such as apprenticeships.
- Ensure program goals align with the agency's mission to advance Arizona's economic prosperity through workforce development.
- Monitor program performance, develop metrics, and adjust strategies as needed to achieve desired outcomes.
- Participate in the development and maintenance of strategic partnerships with industry, academia, and government to support the workforce needs of key sectors, including semiconductors and advanced technologies.
- Collaborate with stakeholders to identify workforce challenges and opportunities and create programs that address these needs.
- Serve as a liaison between industry partners and internal teams to facilitate the smooth implementation of programming and workforce initiatives.
- Perform detailed analyses of workforce trends, program effectiveness, and economic impact to guide decision-making and strategic planning.
- Manage data collection, reporting, and analysis for workforce programs, ensuring accurate and timely information is available for stakeholders.
- Prepare comprehensive reports, presentations, and briefings for senior leadership, partners, and other stakeholders.
- Support implementation of Arizona's CHIPS workforce strategy, National Semiconductor Economic Roadmap (NSER) initiative, and Arizona's Semiconductor Taskforce (Workforce Subgroup).
- Participate in the development of strategies to enhance Arizona's semiconductor workforce, leveraging partnerships and industry insights.
- Collaborate with business leaders to understand workforce requirements for expansion projects within targeted industries.
- Participate in the development and presentation of Arizona's unique value proposition to attract and retain businesses.
- Support the development and execution of workforce plans tailored to specific industry needs.
- Partner with research teams to monitor and analyze Arizona's position in the global talent market.
- Work with marketing and communications teams to highlight Arizona's workforce strengths and talent availability to decision-makers.
- Assist in the development of initiatives to attract top talent to Arizona and enhance the state's competitive edge.
- May represent the ACA in meetings, conferences, and public engagements, effectively communicating the agency's mission and programs.
- Participate in building and maintaining relationships with K12, STEM programs, career and technical education schools, community colleges, and universities to ensure a robust pipeline of skilled graduates.
- Bachelor's degree in business administration, public administration, economics, or a related field of study; or an equivalent combination of education and experience.
- Minimum five (5) years of directly related experience in workforce development, education, community development, human resources; government or public sector experience is highly desired.
- Proven experience in managing complex programs and initiatives, with a track record of delivering results.
- Strong administrative and analytical skills, with the ability to interpret data and make informed decisions.
- Successful record of managing multiple projects with demonstrated ability to work independently in rapidly changing environments.
- Excellent verbal, written and interpersonal communication skills; highly collaborative team approach to work.
- Proven ability to communicate, influence, establish trust, and demonstrate results with multiple and diverse stakeholder groups will be critical to success for this position.
- Proficiency in MS Office suite and web-based technologies.
- Ability to work outside of regular business hours, including occasional nights, weekends, and travel.
- Previous experience managing federal, state, or local government-funded programs.
- Knowledge of Arizona's key industries, particularly the semiconductor and advanced technology sectors.
- Knowledge of social, cultural, and economic conditions that impact Arizona's workforce and talent pipeline.
- Proven track record of building meaningful relationships across a diverse group of stakeholders and the ability to manage large-scale programming from concept through fruition.
- Ability to effectively cope with change, can shift gears comfortably, can decide and act without having the total picture, comfortably handles risk and uncertainty.
- Experience with high-growth business environments including ability to roll-up sleeves and dig into the details of the work.
- Ability to facilitate concise presentations before public and private groups and explain complex issues.
