We are seeking a highly skilled Subject Matter Expert in Human Capital Management and Compensation Management. This role involves critical engagement in various analytical and strategic tasks.

Key Responsibilities:

  • Develop analytics that support statutory and policy reporting for the Cyber workforce, ensuring integration with existing reporting frameworks.
  • Conduct ongoing research and analysis of compensation trends in both private and public sectors, focusing on occupational and work role levels. Utilize expertise in commercial labor market surveys and workforce data to evaluate the impact of these trends on recruitment and retention in key cyber mission areas.
  • Enhance analytic capabilities for monitoring Cyber personnel and positions.

Primary Duties:

  • Deliver high-level subject matter expertise for the tasks outlined above.
  • Provide advanced technical knowledge and analysis of specialized applications and operational environments, offering high-level functional systems analysis, design, integration, documentation, training, and implementation guidance on complex issues.
  • Apply principles and methods of specific functional areas of expertise to meet task order requirements.
  • Offer insights on complex problems requiring extensive subject matter knowledge.
  • Prepare and design technical reports, studies, and related documentation, creating charts and graphs to illustrate results, and delivering presentations and training sessions.
  • Recognized for expertise in industry issues and trends, leveraging functional area knowledge gained through direct industry experience to assess organizational operational baselines.
  • Collaborate with senior management to provide strategic direction and vision regarding enterprise operations.
  • Identify inadequacies and deficiencies impacting the functional area’s ability to achieve organizational goals.
  • Develop strategies for enhanced operations across functional areas within the organization.
  • Participate in strategic assessments and design reviews to validate enterprise approaches and deliverables.
  • Conduct research and apply expertise to technical projects, identifying innovative and cost-effective methods to improve processes and technologies.
  • Provide direction for problem definition, analysis, requirement development, and implementation for complex systems within the engineering discipline.
  • Responsibilities include developing and evaluating new approaches to meet technical requirements efficiently.
  • Make recommendations for research development, improvements, and optimization efforts.
  • Conduct risk assessments and explore innovative uses of new research concepts or improved techniques.
  • Establish project priorities, define methods of approach, and execute research studies, providing scientific conclusions and interpretations.
  • Contribute to advanced methods and techniques in the field of study, demonstrating expertise in specific technical focus areas.

Qualifications:

Must be a US Citizen
MUST HAVE A CLEARANCE OF TOP SECRET or higher

  • MS Degree in a related field with 12 years of relevant experience in Human Capital Management and Compensation Management. A Bachelor's Degree may substitute for two years of relevant experience.

Additional Information:

Salary: $110,000 - $150,000 annually Depending on Experience
