We are seeking a qualified individual for the role of Senior Consultant specializing in Human Capital Strategy.

Key Responsibilities:

  • Engage with stakeholders to create or update supplementary guidance and communication materials that aid in the formulation or modification of agency policies and procedures.
  • Enhance university partnerships through outreach initiatives to foster collaboration between the Department of Defense and academic institutions in cross-sector cyber, IT, and cyber operations. Utilize established connections with National Centers of Academic Excellence in Cybersecurity (NCAE-C), Senior Military Colleges (SMC), VICEROY, and National Defense University (NDU) to facilitate community of practice meetings, share program achievements, and evaluate lessons learned.
  • Provide expertise in managing the application review and selection process, working closely with the organization responsible for application management.
  • Assist in the execution and management of workforce-wide development initiatives to promote program success. Utilize scalable lessons learned from programs such as the Cyber Workforce Rotational Program, Cyber Information Technology Exchange Program (CITEP), and Cyber Service Academy (CSA).
  • Support processes to monitor and evaluate implementation in alignment with executive priorities, goals, objectives, and milestones. Offer insights to leadership for strategic decision-making and management, developing analytics that support Cyber workforce statutory and policy reporting, integrating with existing reporting frameworks.

Primary Duties:

  • Conduct organizational assessments and evaluations, design systems and procedures, perform work simplification and measurement studies, and prepare reports, procedures, draft regulations, guidelines, briefings, and related documentation to enhance operational efficiency and effectiveness.
  • Execute data collection, interviews, data modeling, project testing, and the creation of performance metrics to support project objectives.
  • Conduct research and prepare business analyses and studies, needs assessments, requirements analysis/definition, and cost/benefit analyses to align business systems, solutions, and initiatives.
  • Develop, analyze, evaluate, and enhance the effectiveness of management controls, processes, information systems, and similar management functions.
  • Create business methodologies for problem-solving, process improvement, and solution implementation, ensuring comprehensive integration across the enterprise.
  • Identify best practices, assess performance metrics, and conduct research to gather and verify data, translating it into strategic and operational guidance.
  • Guide and support clients through a diverse range of management, organizational, and business improvement initiatives.
  • Assist clients in communicating their organizational vision, mission, and strategy effectively.
  • Prepare background documents, briefings, and speeches; develop web and portal content; and engage in similar organizational communication activities.
  • Support clients in the development, implementation, and maintenance of strategy, doctrine, standards, policies, and procedures.
  • Exhibit comprehensive knowledge across key tasks and high-impact assignments.
  • Plan and lead significant work assignments.
  • Evaluate performance outcomes and recommend substantial changes to enhance short-term project growth and success.
  • Function as a technical expert across multiple project assignments.
  • Oversee the activities of junior personnel or other staff as required, with potential supervisory responsibilities.

MUST HAVE A CLEARANCE OF TOP SECRET or higher

  • Bachelor's Degree in a related field with a minimum of 10 years of general experience in Human Capital Management. Four (4) years of relevant experience may substitute for a Bachelor's Degree.

Salary: $70,000 - $90,000 annually, depending on experience.
