Job Description

Summary

This position is responsible for overseeing the management of all behavioral health services delivered in the Village Health Center. This includes management of staff, clinical operations, and financial performance. The Director of Behavioral Health Services recruits, hires, and manages a team of behavioral health clinicians, including licensed and license-eligible mental health clinicians and registered/certified alcohol and other drug (AOD) Counselors. This role directly oversees the Managers of AOD Counselors and Manager of BH Clinicians. As a clinician leader, this position provides direct services to clients of the Village Health Center within the scope of their training and approved privileges, as well as administrative oversight of the behavioral health department. The Director of Behavioral Health Services plays a critical role in behavioral health service integration, quality assurance, and improvement activities.

Key Responsibilities

  • Provides clinical oversight and supervision of all behavioral health services within a Federally Qualified Health Center serving patients who identify as homeless or at-risk of homelessness.
  • Provides support to plan, staff, budget, and manages expenses for a department. Reviews, analyzes, and acts upon all behavioral health financial budgets/reports and operational reports.
  • Recruits, screens, interviews, recommends, and approves management and non-management candidates for hire; conducts training; assigns tasks and monitors work performance; writes and delivers performance appraisals; recommends salary actions; recommends and administers disciplinary action; recommends and approves termination of employees and engages and retains a high-performing, accountable workforce.
  • Provides direct behavioral health services to clients and maintains timely and accurate records in the electronic health record system.
  • Collaborates with health center leadership team to identify department-wide and clinically-focused strategic goals. Serves as a lead for behavioral health integration in the VHC and larger organization.
  • Collaboratively responsible for - with support from grants, compliance, and fiscal teams - the creation, editing, and submission of all required/mandated behavioral health grant applications, licensing, fiscal, State, and Federal reports.

Requirements

  • Licensed Clinical Social Worker, Psychologist, or Licensed Professional Counselor with a California license in good standing.
  • At least 5 years of clinical work experience including treatment of individuals with substance use disorders and/or severe mental illness.
  • At least 3 years of leadership experience to include recruitment, training, performance management, counseling, and retaining an engaged and accountable workforce.
  • Intermediate user of MS Office.
  • Participate in an annual Tuberculosis screening and/or other screenings when necessary. Reasonable accommodations may be granted where appropriate.
