Job Title: Deputy Director, Behavioral Health Services Department

Job Summary:

The County of Santa Clara is seeking a highly qualified Deputy Director to lead the Behavioral Health Services Department. As a key member of the executive team, the Deputy Director will be responsible for the administration and coordination of departmental services, including budget, business systems, state audits, and administrative policies and procedures.

Key Responsibilities:

  • Plan, organize, direct, and evaluate the organization, management, and coordination of a comprehensive county-wide behavioral health service delivery system.
  • Establish and maintain goals, objectives, and plans for carrying out functions of the Department consistent with County and Santa Clara Valley Health and Hospital System goals and community needs.
  • Direct the development and maintenance of policies and procedures and ensure adequate controls and reporting systems are established and maintained for the effective administration and implementation of services.
  • Administer the department in the absence of the Director of Behavioral Health Services.
  • Ensure continuity of care across departmental operational units, including program development and system planning.
  • Select, supervise, and evaluate the work of subordinate managerial, clinical, and technical staff and conduct staff performance reviews and evaluations to ensure performance in meeting program and individual goals and objectives.
  • Provide guidance and direction to improve the understanding by staff of program and administrative policies and procedures.
  • Develop and implement systems that promote an organizational culture of learning, quality improvement, and accountability.
  • Assist in the determination of budgetary requirements, including forecasting the needs for staffing, equipment, materials, and supplies, and monitoring divisions to ensure the accomplishment of objectives within the established budget.
  • Research, prepare, and interpret administrative, clinical, financial, and technical reports and prepare written responses as necessary.
  • Serve as liaison with State and Federal agencies, County agencies, boards, and commissions.
  • Establish effective working relationships with diverse stakeholders and community members, including mental health and substance use clients/consumers, families, contracted community-based organizations, and other community partners.
  • Maintain effective communication and working relationships in a diverse workforce and community.
  • Assume disaster service worker responsibility as assigned.

Requirements:

  • Considerable education and experience that directly demonstrates the ability to perform the typical management tasks and the possession and application of the following knowledge and abilities.
  • Experience in planning, organizing, managing, and coordinating behavioral health, mental health, and/or substance use programs.
  • Knowledge of principles and practices of administration and management, program development, management, and evaluation, current developments in behavioral health services, federal, state, and local laws, regulations, codes, and policies governing behavioral health care delivery organizations.
  • Ability to assist in the planning, organization, coordination of comprehensive behavioral health services, evaluate, develop, implement, interpret, and ensure compliance with objectives, goals, policies, and procedures in order to meet quality standards for services and to satisfy all applicable laws, codes, and regulations.
