Position Title: Personnel Security Specialist II

Reports To: Program Manager

Clearance Type: Active Top Secret/SCI (willing to take CI Poly)

Job Overview:

Advantage SCI is currently seeking qualified candidates to enhance a federal agency's personnel security program.

Key Responsibilities:

  • Lead complex security assessment investigations from initiation to conclusion.
  • Conduct and evaluate a range of interviews both within and outside the organization.
  • Provide analytical support and research on intricate issues related to personnel security.
  • Alert supervisors to sensitive matters that may have significant implications.
  • Perform comprehensive background checks and gather essential information for assigned cases.
  • Request and analyze various government documents to assess an individual's security risk.
  • Draft necessary correspondence to initiate investigations based on gathered data.
  • Collaborate with field offices to ensure accurate submission of investigation details.
  • Critically review investigative reports and related correspondence.
  • Analyze results from additional investigations and interviews to ensure resolution of all issues.
  • Compile and summarize all findings in a formal written analysis.
  • Establish and maintain communication with other relevant offices and divisions.
  • Work collaboratively with other components as necessary.
  • Conduct security assessments and provide actionable recommendations.
  • Review and assess requests for security clearance investigations.
  • Assist in the briefing and debriefing processes for individual cases as required.

Required Qualifications:

  • Active TOP SECRET clearance with SCI eligibility and willingness to undergo a CI polygraph examination.
  • Bachelor's degree with two years of relevant experience, or an associate degree with four years of experience. Alternatively, eight years of federal, state, local, or military law enforcement experience may be considered in lieu of a degree.
  • A minimum of four years of experience in developing and drafting Reports of Investigation.
  • Three years of experience in personnel security investigations or as an investigative analyst.
  • Experience in conducting and interpreting database checks and credit reports.
  • Familiarity with routine office administrative support tasks.
  • Strong analytical skills to review and assess various types of incoming materials and investigative reports.
  • Knowledge of federal standards for investigations and security assessments.
  • Proficient in Microsoft Office applications and internet usage.
  • Experience with federal law enforcement and intelligence community IT systems for record checks.
  • Knowledge of commercial and federal database systems.
  • Experience in performing database searches related to personnel security.
  • Responsible for maintaining personnel security documentation files.
  • Ensuring the security of program data and materials.
  • Processing security clearance and background investigation documentation.
  • Preparing documentation for government agencies.
  • Ability to manage multiple administrative tasks including database queries and audits.
  • Excellent verbal and written communication skills.

Desired Qualifications:

  • Understanding of security-related investigative guidelines, including Federal Investigative Standards, Security Executive Agent Directives, Executive Orders, and U.S. Code of Federal Regulations.

Working Conditions:

  • Ability to work at a computer for extended periods.
  • Physical capability to stoop, kneel, bend, and reach.
  • Ability to sit, stand, walk, and lift up to 50 pounds.
