Qualifications:

  • Bachelor's degree in Civil Engineering, Construction Management, or a related discipline from an accredited institution.
  • A minimum of three years of experience in construction management and engineering.

Role Summary:

This position is pivotal in overseeing multi-faceted projects of varying scales and complexities within the civil engineering domain. The role entails managing project components, contractors, consultants, and vendors while ensuring effective communication with various stakeholders. Responsibilities include planning, budgeting, and documenting all project phases under the guidance of the City Engineer.

Key Responsibilities:

  • Formulate and prepare project scopes, specifications, cost estimates, and schedules for diverse projects.
  • Lead project management efforts by providing direction and oversight for projects of different sizes.
  • Collaborate with project sponsors and stakeholders to define project objectives, deliverables, resources, budget, and timelines.
  • Oversee permitting processes and coordinate with consultants as necessary.
  • Engage cross-departmentally to address challenges and implement solutions.
  • Review and assess plans, specifications, and reports for accuracy and feasibility.
  • Prepare bid documents and manage public procurement processes.
  • Ensure compliance of City project designs with established codes and standards.
  • Represent projects at various meetings and public events.
  • Determine funding needs, prepare budget documents, and monitor expenditures.
  • Compile and present project documentation and progress reports.
  • Supervise construction projects, evaluate contractor schedules, and recommend payment approvals.
  • Implement engineering modifications to enhance ongoing projects.
  • Analyze project data to assess effectiveness and suggest adjustments.
  • Perform additional related duties as required.

Knowledge, Skills, and Abilities:

  • Strong understanding of Civil Engineering principles and practices.
  • Familiarity with surveying techniques.
  • Proficient in project management methodologies.
  • Ability to manage and direct consultants and resources effectively.
  • Competence in preparing project budgets and cost estimates.
  • Excellent communication skills, both verbal and written.
  • Capability to interpret technical plans and specifications accurately.
  • Experience in fostering collaboration among diverse project stakeholders.

Certifications:

  • Valid Florida driver's license and eligibility for the City's insurance coverage.
  • Preference for candidates holding Engineer Intern (E.I.) or Professional Engineer (P.E.) licenses.

Supervisory Responsibilities:

  • This position does not have supervisory responsibilities.
