POSITION SUMMARY:

The Community Outreach Services Specialist plays a vital role in supporting individuals from low-income backgrounds who are seeking assistance with utilities or housing. This position operates within the framework of federal, state, and local regulations, ensuring compliance while providing essential services.

KEY RESPONSIBILITIES:

  • Conduct initial assessments of clients requesting assistance, including income calculations and documentation collection, while entering data into the system.
  • Evaluate client needs, determine eligibility for available services, and adhere to program guidelines and procedures.
  • Guide clients through the application process for services, offering referrals as needed.
  • Maintain thorough and accurate client records, ensuring all necessary documentation is included and applications are complete.
  • Prepare and process utility vouchers and pledges for payment.
  • Keep an accurate account of funds and reconcile reports with the finance department.
  • Assist in conducting community assessments and surveys to identify needs.
  • Provide ongoing case management for clients, acting as a liaison between clients and service providers.
  • Develop and implement personalized service plans that outline client goals and timelines.
  • Follow up with clients to track progress towards their goals and document outcomes.
  • Facilitate client training in areas such as energy conservation, budgeting, and job readiness.
  • Manage literature distribution and recruit new clients as necessary.
  • Conduct property inspections for clients seeking rental assistance.
  • Engage with community organizations and businesses to foster collaborative relationships.
  • Participate in outreach initiatives and assist with community projects.
  • Deliver presentations to organizations serving low-income populations to aid in client recruitment.
  • Oversee the recruitment, training, and supervision of volunteers.
  • Ensure cleanliness and organization of the office environment.
  • Maintain agency vehicles, ensuring they are in good working condition.
  • Adhere to agency policies and maintain confidentiality at all times.
  • Understand and contribute to the agency's mission and strategic goals.
  • Participate in team meetings and professional development opportunities.
  • Perform additional duties as assigned.

SUPERVISORY ROLE:

This position does not include supervisory responsibilities.

QUALIFICATIONS:

Education and Experience

  • High school diploma or equivalent required; an Associate's degree is preferred.
  • 1 to 3 years of experience in social services or related fields, particularly with low-income clients.
  • Experience managing a caseload is highly desirable.
  • Bilingual in Spanish and English is a plus.

Additional Requirements

  • Must pass a pre-employment background check and drug screening.
  • Must possess a valid driver's license and have access to a reliable vehicle.
  • Availability to work during standard business hours, with flexibility as needed.

Knowledge, Skills, and Abilities

  • Familiarity with community service programs and regulations.
  • Understanding of case management principles and effective communication techniques.
  • Proficient in Microsoft Office and basic office equipment.
  • Ability to work independently and manage multiple priorities effectively.
  • Strong interpersonal skills and the ability to build relationships with diverse populations.
  • Capacity to adapt to changing environments and handle unexpected challenges.

TRAVEL REQUIREMENTS:

Frequent travel within the service area is necessary, with occasional overnight trips.

WORKING ENVIRONMENT:

This role is primarily office-based, with minimal exposure to hazardous conditions. The work environment is generally quiet, though interruptions may occur.
