SUMMARY :

This role is pivotal in executing the Category Management Life Cycle, ensuring a comprehensive cross-functional value optimization process through effective supply management strategies. The incumbent will align the purchasing portfolio with the overarching business objectives, implementing category-specific and cross-functional value strategies to drive business success.

Accountable for achieving strategic targets, enhancing performance metrics, and generating value for designated categories. This position will execute the Category Management framework and oversee market engagement activities from demand assessment to contract execution and supplier performance oversight. Acts as a liaison between Procurement and MTA stakeholders, including Project Managers, the Board, and Legal teams. Collaborates with Category Analysts to identify market trends that can be leveraged for developing robust category strategies.

RESPONSIBILITIES :

This position oversees the effective implementation of the defined category management methodology for a range of assigned Professional Services categories and sub-categories, including but not limited to: Human Resources and Benefits, Finance, Legal, and Marketing Services.

Category Management:
  • Diligently applies the Category Management Life Cycle to deliver sustainable enterprise-wide value from the supply base.
  • Focuses on complex demand requirements with significant value-based opportunities.
  • Utilizes innovative data analysis to create comprehensive value generation.
  • Employs a methodical cost-based approach across various stakeholder groups.
  • Makes strategic decisions that prioritize return on investment.
  • Analyzes historical spending data, market research, and cost modeling to identify opportunities for innovative and sustainable value, operational efficiencies, and risk mitigation.
  • Develops strategic improvement initiatives aligned with MTA goals and objectives.
  • Provides leadership to key stakeholders, fostering relationships that yield strategic and financial benefits.
  • Designs and implements sourcing, negotiation, and contracting strategies to achieve desired outcomes consistent with the established category strategy.
Sourcing:
  • Executes market engagement strategies from RFP development to contract finalization while adhering to MTA standards.
  • Collaborates with Project Managers and internal stakeholders to ensure SOW content is accurate and comprehensive.
  • Facilitates cross-functional meetings and collaborative efforts among multiple stakeholders.
  • Assesses how purchases can contribute to diversity goals.
  • Prepares necessary documentation for Board approvals on requisitions exceeding defined financial thresholds.
  • Drafts and disseminates RFP documentation in accordance with applicable policies and procedures, driving the RFP process to timely completion.
  • Evaluates RFP submissions, ensuring compliance with MTA policies, including pricing analysis.
  • Manages the award process and collaborates with Legal on contract execution.
  • Coordinates the distribution and collection of required governmental forms from awarded suppliers.
  • Oversees contract management through its lifecycle, including performance monitoring, change management, and issue resolution with stakeholders and suppliers.
  • Conducts supplier management activities as outlined by the DCPO, ensuring appropriate oversight and development based on defined criteria.

EDUCATION AND EXPERIENCE :

REQUIRED
  • BA/BS in Supply Chain Management, Procurement and Contract Management, or a related field, or an equivalent combination of education and experience from an accredited institution may be considered in lieu of a degree; and
  • Minimum of 8+ years of satisfactory full-time experience in Procurement or a similar role.
  • Familiarity with Category Management methodologies and tools, market trends, strategy development, supplier relationship management, supply chain management, contract writing, negotiations, and contract administration.
  • Knowledge of category management and commercial expertise for assigned categories.
PREFERRED
  • Master's degree in a related field.
  • Attainment of or in the process of obtaining specific functional licenses or certifications in the area of specialty, if applicable.
  • Familiarity with MTA's policies and procedures.
  • Understanding of MTA's collective bargaining processes.
