Key Responsibilities:
  • Process Modeling: Create technical documents and conceptual/logical level models to support requirements gathering and development phases.
  • Change Facilitation: Identify and articulate the need for change in how organizations work and facilitate that change across all levels of the organization.
  • Strategic Support: Support strategy definition, enterprise architecture discussions, and project goal and requirement definition.
  • Expertise Provision: Provide expertise to support assigned projects and enable an environment where collaboration is effective and focused on delivering impactful business results.
  • Stakeholder Management: Work closely with technical team members and client stakeholders to serve as a trusted advisor and key-point of contact for stakeholders.
  • Interface Management: Interface between software vendors, client teams, and internal agencies involved in the portfolio program.
  • Product Management: Interface with Product Owner teams to manage and prioritize product backlogs of bugs and enhancements.
  • Enhancement Request Management: Establish product enhancement requests following established procedures, including coordinating SMEs and Product Owners, eliciting requirements, submitting tickets to vendors or TFS/DevOps tools, engaging with vendors on analysis, and obtaining acceptance signoff.
  • Operational Needs Assessment: Perform operational needs assessments to help move from the current state to the desired state.
  • Communication and Problem-Solving: Demonstrate active listening skills, critical thinking, problem-solving, negotiation, and attention to detail.
  • Teamwork and Collaboration: Seek to understand, respect all input, share transparently, and assume positive intent from team members.
  • Procedure Writing and Functional Diagrams: Highly skilled at writing procedures and building functional diagram flows using the Functional Actor methodology.
  • Test Case Development and UAT: Develop test cases and coordinate UAT once the Release Manager has notified the BPA that the bugs/enhancements are ready for testing.
  • Release Note Development: Develop release notes using TFS Tickets Bugs/Enhancements delivered from vendors or the IT team.
Requirements:
  • Education: Bachelors degree, first degree, or equivalent experience in Technical Communications.
  • Skills and Abilities: Demonstrated can-do attitude, ability to resolve problems with minimal management assistance, flexibility, adaptability, strong attention to detail, ability to quickly grasp complex technical concepts, and demonstrated capacity for self-directed learning.
  • Experience: Minimum 2 years, documented experience in business process analysis, software development, and/or testing.
  • Communication: Communicates clearly in English, both verbally and in writing, with project team members and stakeholders.
