Job Summary

Puget Sound Energy is seeking a highly skilled Regulatory Compliance Consultant to join our Transmission Policy and Contracts team. This is an exciting opportunity to play a critical role in meeting our clean energy goals and driving a transformation of the region's generation and transmission portfolio.

Key Responsibilities
  • Process generator interconnection customer requests for service per PSE's Open Access Transmission Tariff (OATT) and FERC regulations.
  • Manage transmission and interconnection agreements from contract negotiation through execution and ongoing contract management.
  • Respond to customer inquiries and coordinate work with multiple internal departments.
  • Coordinate work with outside affected entities.
  • Train and mentor members of the Transmission Policy and Contracts team.
  • Research and remain current on federal, state, and other statutes, regulations, and orders.
  • Plan, develop, and implement PSE's FERC transmission and Open Access Transmission Tariff compliance program to ensure compliance with all regulatory requirements.
  • Develop training programs to ensure employees are knowledgeable regarding regulatory compliance issues and conduct necessary training.
  • Coordinate with compliance personnel to meet compliance standards and timelines in other departments.
  • Direct activity for the testing, monitoring, and support of high-level assessments by business units in regard to formal audits.
  • Interact with internal and external auditors to provide support and address audit concerns; implement responsive and corrective solutions.
  • Perform investigations, as necessary, related to potential regulatory/compliance violations.
  • Provide input into federal and state rulemaking proceedings.
  • Work cooperatively across the organization and company where applicable, to communicate pending or upcoming regulatory proposals and for obtaining input in aligning regulatory proposals with the company objectives.
Requirements
  • Bachelor's degree in business, accounting, finance, economics, or engineering or applicable field and eight years of relevant experience; or an equivalent combination of education and experience.
  • Strong written and verbal communication skills.
  • Must be self-directed and willing to mentor peers and team members.
  • Thorough understanding of utility operations and regulations, and as may be related to specific area of regulatory/compliance specialty for department.
  • Thorough understanding of federal and state rules and regulations.
  • Proficiency in Microsoft Office Excel, Word, PowerPoint, and Access or other database applications.
Preferred Qualifications
  • Strong complex problem-solving skills.
  • CPA, MBA, JD, PE, PMP, or experience in contract management, utility operations, project management, or wholesale power markets.
  • Understanding of FERC transmission and OATT compliance regulations and processes specific to the department/area of hire.
