Job Summary

We are seeking an experienced Executive Director, Public Policy to join our team at PNM Resources. This role will be responsible for directing policies and objectives involving matters of government affairs, implementing the company's public policy initiatives, and analyzing proposed legislative actions.

Key Responsibilities
  • Manage and direct the New Mexico state and local governmental affairs personnel to advocate the company's position before state and local governmental bodies
  • Maintain ongoing professional contacts with elected and key appointed state officials and others in the New Mexico state political environment
  • Identify and make recommendations on public policy matters to General Counsel, SVP Regulatory and Public Policy and senior management
  • Manage the analysis of public policy issues regarding New Mexico state and local governmental affairs
  • Manage the analysis of public policy issues regarding federal governmental affairs
  • Manage the communication of public policy positions both internally and externally
  • Act as a positive presence and company representative within the community
Requirements
  • Bachelor's degree with a public policy focus, and ten years of experience in legislative policy development, in-house or external lobbying/advocacy, federal or state agency government affairs or staff experience
  • Master's degree preferred
  • Ability to lead and direct the work of others, design, organize, prioritize, schedule, and lead work assignments
  • Ability to foster good working relationships with various groups, foster a culture that facilitates continuous learning and development, and actively develop and encourage workforce diversity
Preferred Qualifications
  • Advanced negotiation skills and ability to gain concessions without damaging relationships
  • Ability to write complex correspondence
  • Ability to effectively present information to diverse audiences
  • Ability to read, analyze, and interpret business periodicals, professional journals, financial reports, and legal documents
  • Ability to respond effectively to highly sensitive inquiries or complaints
  • Ability to effectively give persuasive speeches and presentations on controversial or complex topics to various audiences
  • Ability to speak clearly and persuasively in positive or negative situations
  • Ability to effectively listen and get clarification to respond to a wide-range of questions
