Function

The Senior Procurement Officer plays a pivotal role in delivering advanced procurement and contracting expertise, ensuring all procurement needs are met efficiently and cost-effectively to support the operational demands of CLT Airport.

Summary

Reporting directly to the Supply Chain Manager, the Senior Officer oversees solicitation processes, contract management, and purchasing functions. This position involves project planning and management, contributing to the development of specifications and scopes as part of a team responsible for managing an annual operating budget exceeding $180 million and a Capital Improvement Project Program of over $300 million. The role requires independent judgment and initiative within established guidelines to fulfill assignments. The work entails extensive interaction with the public, airport tenants, local government officials, and colleagues. The Senior Procurement Officer leads special project initiatives, recommends process enhancements, and implements improvements to existing procedures. This position also includes supervisory responsibilities over lead and/or junior staff.

Major Duties and Responsibilities


• Supervise, mentor, and evaluate the performance of procurement staff, ensuring a balanced workload.
• Manage the solicitation process from contract award to execution, including the creation of necessary documentation.
• Provide strategic consulting to senior staff and leadership across various aviation departments, delivering value-added solutions.
• Identify opportunities for continuous improvement in business processes and office procedures related to procurement activities.
• Serve as a subject matter expert on government solicitation and contracting regulations, including Federal Aviation Regulations and North Carolina General Statutes.
• Ensure timely completion of work and adherence to established standards through effective staff supervision.
• Review contracts and offer guidance on alternative delivery methods.
• Provide secondary contract administration, monitoring, and reporting as required.
• Represent the City of Charlotte in dispute resolutions, fostering strong professional relationships with vendors and contractors.
• Utilize data analysis and process mapping to develop compliance strategies and enhance operational efficiency.
• Collaborate with compliance teams to establish reporting capabilities that align with organizational goals.
• Assist in advanced reporting, data analytics, compliance oversight, and strategic leadership initiatives.
• Engage with the Charlotte Business Inclusion and Disadvantaged Business Enterprise programs to promote minority and small business participation in contracting activities.
• Perform additional duties as assigned. SUPERVISORY RESPONSIBILITIES This role includes the supervision and performance monitoring of a regular team of employees (2 or more full-time staff), encompassing performance evaluations, setting objectives, and involvement in hiring and disciplinary actions.

Preferred Qualification


• A Master's Degree with 3 years of relevant experience or a Bachelor's Degree with 5 years of experience in procurement and solicitation processes.
• At least 5 years of supervisory experience in procurement or supply chain management.
• Experience in airport supply chain operations.
• Valid professional certifications (e.g., CPSM, CPP, CSCP) are preferred.

Minimum Qualifications

High school diploma or equivalent with five years of relevant experience.

Or

Associate's Degree with three years of relevant experience.
