Job Summary

This is a full-time position that requires strong technical skills and excellent communication abilities. The successful candidate will work closely with the IT Director to coordinate and conduct various projects involving software development, modification, or implementation.

Key Responsibilities
  • Coordinate and conduct projects involving software development, modification, or implementation
  • Review work orders and identify priorities, establish projected timeframes for completion of projects, and conduct projects accordingly
  • Assist in planning and scheduling major projects, act as Project Manager coordinating vendor support, county staff, and technical resources to accomplish project objectives
  • Develop project objectives and scope, obtain approval from stakeholders, and conduct analyses to identify computerization needs of county users
  • Conduct surveys and compile data, analyze data and systems, interact with users to define details of work flow, input data, output requirements, and internal controls, and determine computer system requirements
  • Review department reports/forms and evaluate work flow methods/procedures to assess strengths/weaknesses of existing systems, recommend solutions to computerization needs, such as software development or purchase of software/hardware
  • Coordinate all assigned systems testing of module patches, fixes, and updates in the test database to ensure proper functioning of the revised system and proper integration with remaining systems
  • Analyze business requirements, select effective solutions, and coordinate with other personnel IT, and departments/agencies to ensure system integrity and efficient and effective systems operations
  • Provide ongoing functional support for system applications, troubleshoot and resolve reported problems, track issues and document solutions, design reports, identify trends in end-user issues, initiate training and other solutions to improve user performance, consult with stakeholders on training materials, and write and maintain training content
  • Respond to change requests, analyze business rules, processes, and data requirements, identify and analyze complex, ambiguous, or conflicting work processes, research solutions and resources, translate business requirements into configuration designs, troubleshoot and resolve post-implementation configuration issues
  • Manage specific data for various departments as needed, including installations and maintenance, create reports and/or files for department users as appropriate, assist with analysis of department budgetary data, provide breakdown reports of budgetary data and submit to Manager IT, prepare budget estimates, and provide budgetary input pertaining to department expenditures
  • Provide technical support for installation, maintenance, and repair software, test systems and software to ensure proper operations, identify data errors, initiate appropriate action to correct errors, recover data, and obtain maintenance, contact outside service providers for repair support as needed
  • Communicate with hardware/software service representatives and technical support representatives, provide information concerning operational and/or mechanical problems as appropriate, provide training, information, and support to system users and software staff regarding software applications, computer operations, procedures, problems, and related issues, coordinate technical training by outside vendors, troubleshoot and/or resolve problems
  • Maintain logs/documentation of work activities, software development, subsequent program modifications, maintenance activities, and other activities, prepare or complete various forms, reports, correspondence, logs, database records, project reports, web content, website statistical data, inventory records, budgetary breakdowns, purchase requisitions, spreadsheets, charts, graphs, presentations, or other documents
  • Receive various forms, reports, correspondence, work orders/requests, project reports, website/user statistical data, web content, database records, budgetary data, policies, procedures, diagrams, programming manuals, technical support documentation, users' guides, on-line help resources, manuals, reference materials, trade publications, catalogs, directories, Internet resources, or other documentation, review, complete, process, forward, or retain as appropriate
  • Coordinate work activities with other department staff, assist co-workers with computer installations, maintenance, repairs, or projects, consult with other staff regarding projects, programs, and systems, communicate with supervisor, employees, other departments, users, vendors, manufacturer representatives, the public, outside organizations, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems
  • Conduct site visits to county offices or other locations to provide computer support, operate a motor vehicle to conduct site visits or perform other work activities
Requirements
  • Bachelor's Degree in Computer Science, Information Systems, Computer Programming, or closely related field from an accredited institution
  • Supplemented by three (3) years previous experience and/or training that includes computer programming, software configuration, data analysis, database design/administration, computer operations/maintenance, and project coordination
  • Valid Driver's License
