Job Summary

The U.S. Courts are seeking a skilled Programmer Analyst to join their team. As a Programmer Analyst, you will be responsible for designing, modifying, and adapting existing software to meet the needs of the court.

Key Responsibilities
  • Write code to develop custom reports and prepare flow charts
  • Analyze user needs and software requirements to determine feasibility of design within time and cost constraints
  • Coordinate software system install and monitor equipment function to ensure specifications are met
  • Design, modify, adapt, and enhance existing software to correct errors, allow adaptation to new hardware, or to improve performance of the software
  • Create and maintain date dictionaries and develop and perform software system testing and validation procedures
  • Confer with technical staff and end users to design software applications and consult with customers about software system design, enhancement, and maintenance
  • Provide end user support for applications supported and serve as a liaison between peers and users
  • May assist with training information technology staff and provide follow-up maintenance and support for local and national applications in use throughout the court
  • Develop, implement, and manage large and small-scale projects from inception to delivery
Requirements
  • Two years of specialized experience or completion of a master's degree or two years of graduate study in an accredited university in information technology
  • Knowledge of applicable programming languages, databases, and application design
  • Excellent understanding of coding methods and best practices
  • Technically fluent in shell scripts, such as Perl, HTML, Java, and other programming languages
  • Knowledge and experience using an IDE for development, testing, and debugging of software
  • Knowledge of relational database theory and associated practical experience using Informix, MySQL, or SQL Server
  • Understanding and experience in web development environments and languages
  • Possess skill in analyzing needs and product requirements to create a design
  • Skill in identifying complex problems and reviewing related information to develop and evaluate options and implement solutions
  • Excellent written, oral, and interpersonal skills with an exceptional ability to communicate technical concepts to court staff
  • Accuracy and attention to detail
  • Ability to problem-solve under pressure, multitask, prioritize, and meet deadlines
Working Conditions

The Programmer Analyst will work in a fast-paced environment with a team of technical staff and end users. The ideal candidate will be able to work independently and as part of a team, with excellent communication and problem-solving skills.

The Programmer Analyst will be responsible for designing, modifying, and adapting existing software to meet the needs of the court. This will involve working with technical staff and end users to design software applications, as well as providing end user support for applications supported.

The Programmer Analyst will also be responsible for developing and implementing large and small-scale projects from inception to delivery. This will involve developing complex project plans, designing software applications, and providing follow-up maintenance and support for local and national applications in use throughout the court.

The Programmer Analyst will work closely with the Director of Information Technology to ensure that all software applications meet the needs of the court and are implemented in a timely and efficient manner.
